Preschool education standard as an objective requirement of Kazakhstani society

 

In the second part of 20’s century the preschool education became as a main aspect of state educational system, and it was important for Kazakhstan during transferring to the 12 years study. Through the positive and active involving to the society children practise self- respect. The respect and responsibility towards themselves and others - are a value which is laid in early childhood and permanently involved in the interaction with the environment.

The Children prepared in an early childhood for the successful studies at school, whose views and opinions are valued in their families, school environment and in society, they are hope of country.

Democratic reforms in the education process are not easy and require a thoughtful approach. On the one hand to keep everything positive in the field of education, what has been achieved over the past decade, on the other hand there is an urgent need for new approaches in education. Therefore, a new standard for pre-school education is an objective need for changing the Kazakhstani society. The analytical documents of educational standards show, that in some developed countries, the early and pre-school childhood is regarded as a main educational resource that allows solving difficult issues of social and educational development. It should be noted that some countries of European Union (Belgium, France, Italy) do not finance early childhood education, in Austria the early childhood education is financed by state, local executive and parents, in Denmark it is financed by government, in Finland by government and local executive, and parents pay 10 % of tuition fee, the same financing in Germany and Switzerland. Early childhood education in countries of European Union is an object of national policy, though. The system of preschool education in Kazakhstan is an important part of the performance of their duties to the State of the families as well as the services is provided either free or at very low cost. This makes the system widely available. Children are usually guaranteed good food, medical monitoring, as well as the possibility of early education on the official program. Approximately 70% of children aged 1 to 7 years were covered by preschool education. It was a powerful "baby industry" - toys, books, and various equipment all worked on the child.

The new standard of preschool education is based on accepted values in the modern pedagogy:

- Humanism as a statement of respect for the norms of human personality, friendly and caring attitude to everyone, with the exception of coercion and violence;

- Openness to the changing world of man;

- The intrinsic value of every age, completeness of implementation of the child; reliance on achievement of the previous stage of development;

- Individualization of education: accounting abilities, interests, and the rate of progress of the child;

- Creating conditions for its development, regardless of the initial training.

The novelty of the educational standard of preschool RK is that at the heart of the educational activities of preschool institutions are not put traditional occupations, and the leading activity of preschool children - the game. The standard makes it more democratic educational process from the perspective of the organization, a research position with the matching age characteristics of children.

A new approach to meet the needs of the educational process of children. For example, sociological studies that were conducted by the Institute of Sociology Academy of Sciences have shown that children come to kindergarten play, and communicate with their peers; it is interesting to spend time. Everything else is perceived as "an unfortunate burden", which they seek to avoid. Conventional organized activities are only interested in 20% of kids. Standards for preschool RK outlined the role of parents as partners in the organization of the educational process. In addition, the standard serves an entirely new function, which is never executed. Thanks to the competence indicators of child development, it allows parents to monitor their own level of development at each age stage, provides an opportunity at home to ensure its full education and training. The basis of the standard is the idea of an optimal combination of public and family education of the child. Only this approach will allow free - game, emotionally rich residence of an important period of human development. Parents can find in the Standard, and some recommendations on the organization's objective environment, which is an important factor.
