IMPROVING
THE SUSTAINABILITY OF
PROCESSING
OF AGRICULTURAL KAZAKHSTAN ENTERPRISES OF
Development of
processing industry agroindustrial complex (AIC) is an important problem
associated with earning investitsitsionnyh resources that can be used for the
development of innovative processes in processing plants.
Processing industry
of Kazakhstan is represented by companies capable after their modernization
process all produced in the republic agrosyre. Their current capacity is not
fully utilized , which negatively affects the export potential of enterprises.
To overcome these
imbalances in the export-import volumes advisable to implement the following
measures :
1) the creation of
integration formations of vertical type , involving them in the most
well-functioning agricultural products on priority connection with gradual and
less profitable , but necessary for the public interests of the internal market
agriproducts that will form and the corresponding system of procurement of
agricultural raw materials;
2) implementation of
innovative processes for the processing industry, allowing to carry out
technological upgrading of their production on the basis of leasing and
administration of an effective mechanism to attract investment;
3) ensuring the
availability of credit through the creation of large integration units
(holdings, financial-industrial-agrarian groups) with mandatory connection to
them financial institutions;
4) to create an
effective wholesale system when entering the world markets;
5) to communicate
technical and technological standards of production and quality control of
agricultural products and processing to the world level requirements;
6) the maximum use of
internal resources organizational and economic nature in every enterprise.
Formation of
integration structures appropriate to start with the creation of zones reliable
supply of agricultural raw materials processing plants in accordance with their
actual location in Kazakhstan with a wide connection thereto households that
can operate more sustainably without subsidy . In preparing the plan by placing
raw zones are two main fundamental requirements: First, it must be a better use
of the resource capacity of agricultural and processing enterprises , and
secondly, the conditions must be met to minimize transportation costs. In this
case it is advisable to use the optimum loading of processing enterprises . The
optimality criterion was used for at least the costs of processing and
transportation of agricultural raw materials and final products to food
markets.
Introducing the
well-known formula four coefficients: K1 - compactness of territory; K2 - road
conditions, K3 - instability of demand for a particular (dominant) form of
agricultural, K4 - the ratio of the volume of imports and domestic production,
we have the following expression:

where Дn - the variable portion (part of) the cost;
Cн - cost of processing 1 ton of agricultural raw
materials, rub.;
and - the average
tariff regulatory factor of transportation, rub. / ton-km;
n - index of the
degree of increase in transport costs depending on the distance transportation
of agricultural raw processing enterprises.
This formula was used
in the calculations for determining the service areas in agricultural products
processing enterprises.
As capacity of
investment resources for the implementation of enterprise technical and
technological modernization of production processes will occur gradually
through the development of agro-industrial integration, in the first stages of
its restoration and establishment of priority industries is advantageously
carried out on the basis of existing capacities.
Important for
expanding exports agriproducts as a means of earning an independent investment
enterprise resource has improvement of standards of technology and product
quality , bring them up to international standards . Developed standards need
to be improved agricultural production . Under revision and adjustments to the
regulations on veterinary medicine with the requirements of the WTO Agreement
on veterinary and sanitary and phyto- sanitary measures , which helps to
mitigate trade barriers.
