REGIONAL SMALL BUSINESS: CHALLENGES AND SOLUTIONS

 

Annotation. The relevance of the article is determined, first: the importance of development of small business and, secondly, the need to regulate this process, the institutional bodies. The special importance of this process has at the regional level.

The article considers the experience of such an institution as the national Fund for support of entrepreneurship of the Kaluga region. The methods of business support for financial, material and intellectual areas.

Studied adaptation and integration trends in the development of institutional education. The conclusion is made about his vision.

The regional business development a great role belongs to the various institutional entities in the field. It is their initiative is often determines the pace of economic development. Considerable experience in this area gained in the Kaluga region. And one of the most effective institutional tool for this is the Fund for support of entrepreneurship [1, p. 343].

State entrepreneurship support Fund was established in 1993 by the government of the Kaluga region. During the years of its activities supported more than 600 projects of entrepreneurs in the region. Primarily in demand financial support – the provision of micro loans, borrowings and sureties for lack of collateral for loans from banks. Actively developing non-financial forms of support [2, p. 385].

In 2013, the Foundation invited the entrepreneurs of a new financial product is "555". Is a loan up to 5 million rubles for 5 years at 5% per annum for industry, agriculture and personal services. Providing cheap loan funds is an important step in the development of small business in Kaluga region and brings entrepreneurs to the achievement of objectives.

Such a low interest rate exists only in the Kaluga region. Micro financial institutions from other regions not lowered its interest rate below 10%. In Kaluga it was made possible by support from the regional budget [3, p. 355].

An important event in 2013 was the holding by the Fund of Kaluga entrepreneurship week. The entire week was going round tables, conducted the business activities of the information-consulting nature, business sessions and master classes.

Of course, one of the most important events in 2013 was the creation of a new division of the Fund – the business support Center (VSC). Its task is to make a stable trend of active development of the Fund, as well as add new elements into the system of support of small and medium-sized businesses in Kaluga region. That is, is information-consulting activity. In the context of functional tasks of PTC – organization is a useful and flexible system of non-financial support to entrepreneurs.

But not only a sufficient amount of monetary resources leads to business success. A key factor of success in business is competent management of resources and processes [4, p. 14]. Therefore, to Fund the increased level of knowledge, abilities and skills in the management of their business is the number one task.

Entrepreneurs are encouraged to take a course of trainings "Start your business", which is held on a monthly basis. As any business starts with the birth of an idea, then company, and then it all depends on the entrepreneur. On how he is ready to meet the challenges of the external environment and to properly manage the business.

According to statistics, 70% of the starting stages end its existence at the stage of infancy [5, p. 25]. And often not because of lack of resources and Mal-formation of the initial reserves, although this is of enormous importance to success. The main cause of creation "stillborn" companies is the lack of ability to manage a team and resources. That is, those trainings, which are held by the Fund, to objectively reduce risks.

Regularly in the first week of the month (Wednesday, Thursday and Friday) CSE conducts a training course "Start your business". This interactive training format, various practical cases and exercises. During the training the entrepreneurs themselves form a marketing and financial concept for the development of their business. The result of course is a ready-made business plan, developed by the entrepreneur. The training is conducted in small groups (up to 12 people) at no charge.

In 2013, training courses were actively carried out as in Kaluga and Kaluga region, Lyudinovo, Kirov, spas-Demensk and Obninsk. The training was conducted in the Lac employees, who are also certified trainers / consultants. And for those who have long and confidently cope with small businesses, offers advice on business planning, and careful alignment of business processes, management of resources – human and financial.

The Foundation plans for the near future:

• implementation on an ongoing basis is a modular programme of interactive learning; • development of a system of information and consulting support in the mode of "one window", including the preparation of package of documents for obtaining subsidies; • expansion of activities in support of projects;• creation on the basis of PTC's business incubator for small business;• support to enterprises for the localization of production;• organization of the business club as a permanent communication platform.

Without a deliberate strategy will not succeed in any case. Therefore, the concept of the Fund is to help the entrepreneur at each stage of business development. This can be a zero or a targeted consulting. The main result of all this is a fast – growing economy of this region.
