Methods of
building the space of management of higher education in culture and art field
The main tasks in the field of art
education is modernizing and improving the educational process and
strengthening of artistic-educational connections with Europe that is why in
the context of the integration process it must be taken into account the
positive experience of art education organization in European countries.
As noted by researchers [1], art
education has the opportunity to develop mainly in those areas, for which there
is a demand in society that meets the general European trend, where in recent
years cultural industries have been actively developing and culture is closely
interrelated with other types of socio-economic activities.
The system of art education in Ukraine
consists of basic artistic training, secondary special cultural and artistic
education, complete cultural and artistic education, which is obtained in
higher education institutions of appropriate professional direction and
postgraduate education. In this system, the main link of high quality of
training specialists for the field of culture and art is the art universities.
System of
management of any object including higher education in field of art influences
on behavior of that object and achieving goals by it through solving complex of
management tasks.
Detecting complex tasks of management of
higher education system of Ukraine is allowed by methodical approach of
building the space of management of this system, which can be used for various
fields (subsystems) of higher education.
Consider the implementation of this
approach on an example of such higher education field as culture and art.
For
the axes of given subsystem are taken: 1) managed process; 2) organizational
structure; 3) management phase; 4) period of management.
1. Managed process.
The most characteristic of managed
processes specific to higher education institutions, including universities in
the field of culture and art, is training of specialists (learning process).
For the development of this process there is an objective need for: material
and technical support; information support; personnel support; financial
support.
2.
Organizational structure.
Higher education institutions with
bachelors and masters training in the field of culture and art are subject to
the state customer - the Ministry of Culture of Ukraine and are concentrated in
six regions [2].
Field organizational structure of state
customer includes 11 higher educational institutions and 18 separate regional
subdivisions of Kyiv National University of Culture and Arts.
Regional organizational structure includes such elements as Ministry of
Culture of Ukraine(MCT); Kyiv; Lvivska oblast; Kharkivska oblast; Odeska
oblast, Donetska oblast; Luhanska oblast, and 11 higher educational
institutions and 18 separate regional subdivisions of Kyiv National University
of Culture and Arts.
3. Management
phase.
Accept the following main functions of
closed loop of management: planning, accounting, control, regulation.
4. Period of management.
Depending on the
educational-qualification level the term of training of specialists in higher
educational institutions of the Ministry of Culture of Ukraine is four to six
(five and a half) years.
Parameters of management
object "Specialists with higher education in culture and art"(List of
areas of knowledge and specialties, by which training of higher education
students is carried out) of state customer – Ministry of Culture of Ukraine:
number of areas of knowledge – 10; educational-qualification levels(EQL) – 2;
specialties – 21 [2,3].

Provided parameters of management object
together with the given composition of management process and management period
are the initial information for constructing the model for space of management
of higher education in field of culture and art.

According to the structure of period of management indicate the

Boundaries of coordinates on each of four axes are:

For
specification of
axis “managed
process” it is necessary to depict by relevant coordinates all elements of
hierarchic structure of specialists in field of culture and art including by areas
of knowledge, specialties and forms of education.
Developed
model of management space of higher education by Ministry of Culture of Ukraine
provides the possibility to define and evaluate in amount any subsystem of
considered system.
Described
methodical approach allows calculating of the number of possible tasks of state
management of higher education system in field of culture and art.
