European integration efforts of
Ukraine
Due to
approved efficiency of integration processes in the world European integration
of Ukraine becomes more and more important nowadays. The European integration
is a key and irreversible priority of Ukraine's foreign policy.
According
to Program of Ukraine's integration to the
European Union there are 7 priorities of the EU-Ukraine
cooperation: energy, trade and investments, justice and home affairs,
adaptation of the Ukrainian legislation to that of the EU, environment, transport,
trans-border cooperation and collaboration in the sphere of science, technology
and outer space [1].
The aim of this article - to prove the necessity of European
integration of Ukraine.
Present development of the political dialogue between Ukraine and the EU
is based on implementation by Ukraine of the Strategy of integration into the
EU (1998), elaboration of the Action Plan in the framework of the European
Neighborhood Policy (2004). Proper implementation of the Action Plan should
facilitate gradual integration of Ukraine into the EU Single Market and create
prerequisites for establishing Free Trade Area with the EU [2].
The EU recognizes an important role of Ukraine in providing security and
stability on the continent as well as its vast industrial and technological
potential in the military sphere. The practice of inviting Ukraine to military
training with the participation of the EU units is a clear confirmation of
that.
Ukraine and the EU proceed with dynamic cooperation in the sphere of
energy, including the nuclear one, agriculture and environment.
The EU political and financial
assistance to Ukraine in addressing the most urgent problems in the energy
sector as well as in mitigating the consequences of the Chornobyl catastrophe
is gradually increasing.
The EU has also provided support for reforming the control system of the
Ukrainian system of gas transportation, holding technical audit of the oil
terminal "Pivdennyi" and technical and economic assessment of the
project of transportation of the Caspian oil by Odesa-Brody-Gdansk pipeline,
development of the alternative energy and modernization of the coal industry
etc [2].
The
crucial instrument of the European integrations efforts of the country must be
internal reforms. Their content is determined by three areas: political
(development of democratic institutions for ensuring the supremacy of law,
freedom of mass media, observance of human rights etc), economic (establishment
of competitive market economy) and legal (adjustment of the Ukrainian
legislation to the EU laws).
The
issue of adjusting the policy of Ukraine in the sphere of employment and social
insurance to the standards and policy of the EU is also very important.
Improvement of the quality of life will become the best argument of the
correctness of the European choice and ensure wide support of the course of
reforms by the community [2].
A
crucial task of European integration is the adjustment of the Ukrainian
legislation to the norms and standards of the EU and their efficient
introduction into practice.
Generally,
in Ukraine a legal basis and the institutional mechanism of such adjustment were
formed. Therefore, it is time to
finish this process and start implementing the laws.
Summarizing
it should be noted that the state policy aimed at European integration is
justified for Ukraine both economically and geopolitically, since the policy
aimed at closer cooperation between Ukraine and the EU is already justified
from many points of view. Wide structuring of relations, internal reforms, the
formation of relevant public opinion, and adequate awareness of the tasks and
consequences of settlement of any issues related to the prospects of
integration of our state are very important in the activity of Ukraine on its
way. The observance of the European integration strategy by Ukraine is a single
source process in terms of the national interests of Ukraine and geopolitical
global dimensions of the development of the continent.
