Attraction of investments into Dnepropetrovsk and Donetsk industrial regions

 

Today the investment plays a considerable role for the development of small and big businesses in the country. Without investments modern creation of the capital, maintenance of competitiveness of commodity producers on the external and internal markets is impossible. Thus the capital gain should be sufficient to compensate the investor refusal to use their own means of capital, the consumption in the current period, risk and compensation of losses from inflation in the future period.

Investments as an economic category carry out a number of the major functions without them normal development economy of any normal state is impossible.

Investments at the macro level are based on:

- realization of a policy of the expanded reproduction;

- accelerations of scientifically technical progress,

- improvement of quality and maintenance of competitiveness of a domestic production;

- reorganization structure of  social production and balanced development of all branches of a national economy;

- creation of a necessary raw-material base of an industry;

- civil building, development of public health services, culture, the higher and high school, and also expansion of other social problems;

- softening or permissions of a unemployment problem;

- environment protection;

- conversion of a military-industrial complex;

- maintenance of defensibility of the state and solving of many other problems [1].

Investments play an important role. At this level they are necessary first of all for achievement of the following purposes:

- expansions and manufacture developments;

- a non-admission of excessive moral and physical deterioration of fixed capital;

- increases of a technological level of manufacture;

- improvement of quality and maintenance of competitiveness of production of the concrete enterprise;

- realization of nature protection actions;

- acquisitions of securities and an investment of capital in actives of other enterprises;

- maintenance of normal functioning of the enterprise in the future,

-  stable financial condition and profit maximization.

Thus, investments are the major economic category and play a significant role as on macro, and micro level, first of all for the simple and expanded reproduction, structural transformations, maximization of profit is the basis of the decision of many social problems [3].

If to compare industrial regions such as the Dnepropetrovsk and Donetsk areas by the volume of the involved investments at once it becomes clear, which investment is more attractive. However, "but" arises. So the total indicator for the last dozen years will tell a little about it. Large investments were made in 90s, and now the area has ceased to interest.

Therefore we consider only current inflow of direct investments. As to industrial regions like the Dnepropetrovsk and Donetsk areas there is a great concern. For last three years Ukrsibbank with the foreign capital of the French bank BNP Paridas (400 thousand dollars of real direct investments), has entered into classification of leaders thanks to purchase at the end of 2005. The Dnepropetrovsk area provides a leading place with a good infrastructure, higher education and innovations [2].

And as to Donetsk area it has a poor development of innovations and formations. To improve investment streams in this region it is necessary to create favorable economic conditions for increasing a domestic production and rendering of services at the expense of manufacture improvement at qualitatively new level of use of modern technologies of processing, storage, packing, transportation and realization of mechanical engineering production, food and light industries, agriculture. It is necessary to give the state guarantees under credits for participation in the international tenders, to stimulate domestic machine-building export. The Dnepropetrovsk area needs to improve macroeconomic indicators and efficiency of a labor market, but also we should not forget about humanitarian indicators.
