Social employment and protection of the population

 

Thanks to policy of the President N.A.Nazarbayev of one of the most important tendencies of the Kazakhstan society there was an emphasis on social and economic development. Thorough strengthening of the social sphere bears positive fruits, the flexible and verified social policy not only defines quality of life of citizens, but also allows to overcome less painfully economic cataclysms which are characteristic for modern world economy. In realization fixed in the Constitution of the country of social guarantees the special place is taken by social security of the population. The state directs on the organization of the social help in support of vulnerable categories of the population huge amounts of money. Conducting a course of social and economic modernization of the society, defined by the President, the country successfully realizes the employment-2020 Program, which purpose – increase of the income of the population at the expense of ensuring steady and productive employment.

Now in Kazakhstan the complete system of support of motherhood and the childhood, including measures of social protection and ensuring gender equality on production, payment of a number of the welfare social benefits and grants on insurance of loss of the income in connection with pregnancy, childbirth and care of children developed and functions.

Only in 9 months 2012 more than 300 thousand families with children are directed on support to 108,5 billion tenge, including from the budget of 49,9 billion tenge, from fund of social insurance – 58,6 billion tenge.

As of September 1, 2012:

– the grant to the birth (irrespective of the income) was received by 293,3 thousand people of 15,4 billion tenge;

                   the grant on care of the child on achievement of one year by it (irrespective of the income) captured on the average 147,9 thousand people for total amount of 18,5 billion tenge;

                   the grant to the persons which are bringing up the disabled child (irrespective of the income), was received by 58,6 thousand people for total amount of 9,5 billion tenge;

                   with the average per capita income lower than a cost of a food basket monthly child allowance till 18 years for the sum of 6,5 billion tenge, with coverage more than 589,2 thousand children is paid to families.

Since January 1, 2013 the minimum size of a salary (MSS) is established in the sum of 18 660 tenges, growth in relation to 2012 – 17 439 tenges, made 9%. The situation analysis in the field of compensation in the republic shows that the average monthly nominal salary of one worker for January-August, 2012 makes 99 336 tenges, and grew in comparison with the corresponding period of 2011 by 16,5%. The real wage index for August, 2012 made 7,2% by the corresponding period of 2011.

In 2012 for implementation of the Program of employment-2020 it is allocated with 62,3 billion tenge. Social contracts are already signed with more than 91 thousand participants, from them 68,2% of the unemployed (62,2 thousand people), 25,1% independently busy (22,9 thousand people) and 6,1% of needy citizens (5,5 thousand people). More than a half of participants of the program (59,6%, or 54,4 thousand people), makes youth aged till 29 years.

In the current year the program was added with the new, fourth direction "Development of Rural Settlements" aimed at employment of the population by implementation of infrastructure projects in rural settlements, with an average or high potential of social and economic development. For realization of this direction in 2012 from the republican budget it is allocated with 10 billion tenge, implementation of 565 projects is provided.

 

 

 

Now in the country the multilevel model of system of the social security, generally corresponding to the principles of market economy and providing distribution of responsibility for social security between the state, the employer and the worker at basic, obligatory solidary and voluntary levels functions.

According to RK Committee on regulation and supervision of the financial market and the financial organizations, as of September 1, 2012 the volume of pension accumulation made 3,0 trillion tenges.

The quantity of individual retirement accounts at the expense of obligatory pension contributions made 8,8 million units.

The sum of the net investment income makes 630,4 billion tenge.
