HUMAN CAPITAL IN THE AGRICULTURE

 

One of the important factors effective functioning and sustainable development in agriculture scientists include efficient and effective human capital management. Special importance is the formation and use of human capital in the conditions of economy transition to innovative development.

Human capital in agriculture often has a dual character. For the beginning, its effectiveness is dependent on the quality of accumulated knowledge, experience, skills, and competencies that can be effectively used for the growth of competitiveness and susceptibility farms to innovate. Second, human capital is a set of capital assets that were created as a result of the use certain qualities human capital of individuals, i.e., labour, intelligence, etc. From business and education organization in agriculture to a certain extent depends on the strategy implementation of socio-economic development national economy in Kazakhstan. These tasks can have a positive only in mutual connection. Currently, development competencies for effective business and quality characteristics of human capital becoming a priority economic development and progress [1].

In most farms not optimally cost ratio by agricultural sector. It is therefore proposed to apply to the agricultural enterprises, the optimization model of human capital structure, allowing finding and subsequently implementing the most effective distribution and utilization of human capital in the agricultural sectors and reduce the problem of seasonality work [2, pp. 7-17].

In the optimal solution was included in the main indicators below the initial data (table 1). For example, in LLP Agrofirm "Rodina", the area of grain crops is less on 274,71 hectares, the average annual population of dairy cattle on 26 heads, the annual average number of animals in growing and fattening 27 heads. However, the area planted with other crops is recommended to increase by 62,84 ha. This is due to the fact that will reduce the cost of pay and provide uniform employment in winter and summer, while maintaining the required production volumes. In this analysis, based on the allowable increase or decrease sizes of production enterprises will not in any way affect the changing of labor cost, as the value of normalized value for all variables is zero.

Application of this model in agricultural enterprises allows providing guaranteed volumes of production and the optimal allocation labor costs during the year, provided stable operation all sectors. The greatest impact on the labour force on the enterprise is having the right policy in human capital management, which in most agricultural enterprises is engaged in receiving, handling and control of personnel without considering the diverse aspects of effective human capital management.
