Abstract - imitating modeling in the environment of Matlab is developed, for the decision of the specified problem and positive results are received. It is established, that the complex approach for the decision of these problems with application of modern information-measuring technologies is comprehensible.

Introduction. In the conditions of constantly growing requirement for information-measuring systems, variety of their executions and scopes at the increasing requirements shown to indicators of quality and efficiency of operating and again created systems, the problem of working out and development of theoretical, methodological and practical aspects of creation of highly effective information-measuring systems gets a special urgency.

Problem decision. In the theoretical plan paramount value optimization of processes of an exchange (has receptions, transformations, transfers, processing and representations) the measuring information in information-measuring systems for increase, first of all, metrological quality of results of the decision of problems of measurement, the control, diagnostics and identification with accounts available techno-economic restrictions. With reference to information-measuring systems, the decision of optimizing problems meets considerable difficulties which are in most cases connected with deficiency of the aprioristic information concerning properties and characteristics of object of the automation, the measured sizes, stirring factors, intermediate and end results of the decision of the basic system functions and problems, and also functional knots of measuring and computing subsystems. At synthesis of optimum information-measuring systems and their subsystems working in a dynamic mode, the problem of overcoming of aprioristic uncertainty is even more aggravated. Now, when a high-precision dynamic measurement becomes mass, the given problem is of interest for the further development is information-measuring technics as a whole.

Now in connection with especially importance of a role of electric cars of a power system, in the decision of the big problems technical, and also in responsible technological processes, for practice to become more and more actual creation of effective methods and the means of their diagnostics which are one of the main questions of general technical problems of increase of reliability of work of these cars [1, 2]. The analysis of emergencies in technical objects shows, that occurrence of serious malfunctions is preceded always by the reserved malfunctions arising from for defined micro-and mini changes in a kind of cracks, bends, vibrations, beats etc. some elements of object. Their preliminary revealing give the chance forecasting of change in a condition of investigated object that can be used for the prevention and prevention of serious failures.

Ñonclusion. For increase of reliability of diagnostics of a condition of controllable objects to maintain robust estimations of statistical characteristics which are used as informative signs is necessary. We develop imitating modeling in the environment of Matlab, for the decision of the above-stated problem and positive results are received.
