About some tasks in the assessment system
(on the materials of Kazakhstan HE)
Global changes in
the society and social status have made new commitments and missions for Higher
education institutions. Particularly, aims and aspirations in the education
system, the construction of a new type of education based on a professional
program in order to be at the global level, fulfill new requirements in the
preparation of the future specialists. An order for graduates of Kazakhstan’s
society needs changes in the educational programs, particularly in the programs
of Higher Education, the use of advanced new technologies to improve the quality
of students’ education and their professional skills. Therefore, new mechanisms
for comparing the results at the present and expected levels of the knowledge
of the educational services have been required.
The youth of
today have to be well educated. The changing requirements to the specialists in
a comprehensive system require young people to differentiate not only acquired
knowledge comprehensively, but also to be able to work in a creative and deeply
thinking group atmosphere. Therefore, the learning process at the Higher
Education degree should open the way for youth (included the students) the
ability to create new ideas using their imagination. In this situation, the
role of members of academic staff, including the teachers and educators is significant.
Updating of the
content of knowledge, taught the younger generation, for education to think
comprehensively and accept them as the successors of the reforms implemented in
the country. If the teacher aims to keep pace with the modern living conditions
and requirements, they need continuously to improve their theoretical and
methodological knowledge. They should be in a continuous search for solutions
to various problems regarding their profession to take criticism in their
address and to correct their mistakes in time; each teacher has to pay
attention to the quality of the work program and its using in practice. It is
important to think and find solutions, regarding how to motivate students to
link the theoretical materials with the practical. The student should not be
limited only to these materials; they need independently develop the thinking
process. The educational process is important in solving the problems and
achieving the certain quality of the methods and techniques. Evaluation and
verification of knowledge at the universities will educate students capable of
creatively minded citizen, qualitatively determining responsibility for their
future profession.
A teacher by
evaluating the knowledge explores the possibilities of ownership of knowledge
of students. He (or she) determines disadvantages by looking for methods to
correct errors, not stopping at that point and build on the achievements.
Formal grading system, not only affects the quality of knowledge, but also
adversely affects the service of the society. Assessment of Knowledge is a
broad concept, which includes testing methods, organization, requirements,
methods and etc. The main components of assessment of knowledge: knowledge
testing requirements, aims of the assessment, responsibilities, the quality of
assessment and its tools.
Currently, many
researchers in the sphere of education conducted psychological and pedagogical
research based on the results of the experiments had come to a conclusion.
In the Soviet period the researchers
Y.K.Babansky, P.Y.Galperin, N.G.Gayri, S.L.Rubinstein, M.N.Skatkin,
N.F.Talyzina and others contributed greatly to the knowledge assessment and
noted that the test of knowledge is a tool that affects the learning process,
and plays an important role in the possession of knowledge.
G.I.Afonina,
A.I.Goncharova, V.L.Krutetsky and other known researchers consider the
characteristics, organization running test, various methods of investigating
ways to check were considered by M.M.Balashov, K.P.Vnukova, G.V.Elnikova,
different methodological aspects of validation of knowledge - Y.K.Babansky, V.P.Bespalko,
I.P.Krasnyanskaya, I.A.Rapoport, V.L.Ryss in their worked showed those aspect
as the main component and the structure of the educational process. As
regarding to A.E.Abylkasymova, A.K.Kobessov, D.R.Rahymbek, A.S.Kenesh,
B.B.Baymuhanov, S.E.Shakilikova, A.K.Kagazbayeva and others have shown that the
assessment of knowledge is beneficial differentiated by the test tasks. This
kind of work has been continuing, replenishing and conducting research. There
is a base of methodical manuals, defining the nature and importance of testing
and assessment. Education is a set of multifunctional system at different
levels. Educational system - as a general unity of the three closely related
industries such as knowledge, education and knowledge testing.
