BUDGET EXPENDITURES ON SOCIAL POLICY IN RUSSIAN
FEDERATION
Public consumption funds - this budget, off-budget funds
and enterprises allocated for social infrastructure. Their main purpose - to
social development and social protection of the population. Means of public
consumption funds allow the public to provide free or concessional services
education, healthcare, social security. Obviously, the development of social infrastructure improves the quality of life of the population,
that is, ultimately, the basis for national economic growth and social stability in
society. These issues are highly relevant to all countries. A summary measure of quality of life - mortality
and morbidity, the environment, education, the
dynamics of crime - in most countries in recent years has increased.
The current stage of development of society and economy
inherent contradiction between the need to build a modern social system and the
lack of adequate socio-economic conditions.
Firs
of all social policy is a system of actions of state bodies and
local self-government, providing the key task of the state - to increase the
level and quality of life of citizens, including through the effective use of
public finance. Social policy and economic policy should complement and
reinforce each other. Secondly, social policy will be flexible to respond to
changes in society and social institutions - to develop in accordance with the
needs of different population groups.
The most important directions of forming a new social
model will become a social dialogue, the development of mechanisms of social
partnership.
One of the major problems of social development is still low standard of living
of citizens, which is a measure of ratio of per capita income to the
subsistence minimum.
The whole system of social protection of the population of our country and its
financial security is built on the principles of division of powers and
expenditure responsibilities between the federal budget, the budgets of the RF
subjects and local budgets and state budget funds.
In conclussion let
me briefly summarize the main points. Any citizen in a difficult life
situation, has the right to social protection, which is being implemented in
two areas: social services and providing social support. The powers in the
field of social services by federal law assigned to the subjects of the Russian
Federation.
Forms and methods of planning and financing costs for the implementation of
social policies depends on a whole range of factors, including the types of
expenditure commitments, sources of financing, the system of intergovernmental
relations.
Social policy should be effective, respect the principle
of targeting, equality, which implies maintaining the established standards,
includes assistance to low-income, social integration. The most important role
in the financial support measures of social policy assigned to federal and
regional budgets.
In modern industrial and urbanized society plays a huge
role in the livelihood of a man playing a non-productive sphere - an important
factor in the development of the productive forces. Social infrastructure,
which includes public education, health care, culture, arts, social welfare,
occupies a prominent place in the economic complex of the state. Development of
social infrastructure depends on the level of development of material
production in modern conditions for the maintenance and development of social
infrastructure, financial resources are channeled from several sources: -
budget, - extra-budgetary funds - funds of enterprises and population
