The role and importance of public service in the Republic of Kazakhstan

As the formation of a new state in Kazakhstan role and importance of public service as a public-law institution designed to ensure the socio - economic and political transformation in the country is constantly increasing. We are talking about how to improve the quality of public service potential of the republic to ensure implementation of the overall strategy and coordinating implementation of public authorities to work with the staff carry out the state personnel policy in the country on the basis of common methodological approaches.

The "Strategy" Kazakhstan-2030 "in the new stage of development of Kazakhstan" were identified 30 major directions of internal and foreign policy and the basic ideas of public service reform and personnel policies. This important policy document set priorities and consistent policy of the state to build a new generation of housing public servants to establish requirements for their level of qualification , selection , management and training , taking into account the needs in their state apparatus in the modern period and beyond.

The reform aims to create Kazakhstan efficient, modern public service and governance structure that would be optimal for the market economy.

One of the priorities of public administration reform should be to improve the system of recruitment, training and advancement. Necessary to put a strategic task  to create and support the reputation of public service.

An important element of civil service reform in the Republic of Kazakhstan is to strengthen the human resources management system. In particular, for uniform personnel policies, both at the national and local level it was considered appropriate to create a special authorized state body under the President of the Republic of Kazakhstan with the service information and analytical support and its structural units corresponding to the regions, ensuring the coordination of the activities of state bodies on personnel policy and public service with the creation of a data bank on civil servants and assigning them qualifying classes ( categories). It was proposed to establish a system of accounting and reporting of these bodies, to develop a single national standard for training and retraining of civil servants and provide for compulsory licensing of educational institutions and centers to conduct such activities, regardless of their form of ownership. Develop and implement a system for assessing the professional level, quality of management personnel, professional orientation and social protection for the entire period of public service, to take into account national specificities in the practice of the government to more actively involve women in governance , promote the integration of the Central Asian countries in the training of civil servants, etc. all contribute to the future development of personnel policy development and public service institution in the Republic of  Kazakhstan .

Another important measure for promoting radical renewal of the state apparatus is the introduction of compulsory competitive selection for admission of citizens to administrative services and promotions. Personnel policy is directed at improving the mechanism for implementing the citizens' constitutional right to equal access to public service with the support of all sectors of society.

An important direction of public service reform should be the fight against corruption. The strategy of development of Kazakhstan for the period up to 2030 focuses on the need for relentless struggle against corruption, regardless of the person and office. Mechanism for the implementation of this direction of personnel policies and practices of the state will be achieved through the development of organizational and legal measures aimed at protecting the rights and freedoms of citizens, the efficient operation of government agencies, officials and other persons performing public functions, as well as bringing the perpetrators to justice.

In conclusion, I want to emphasize that civil service reform in the Republic of Kazakhstan is aimed at generating the human capacity to adapt to new economic conditions, capable of qualitatively new level to ensure the implementation of internal and external policy; on the transition to a career of public service model in order to ensure the stability and professionalism of public service staffing; on the introduction of open and transparent procedures for the selection and promotion of civil servants in accordance with their competencies; at the constant improvement of skills and ensuring their social and legal protection. At the same time civil servants, answering all the requirements for their training, designed to become a servant of the host society. On this occasion, President in his Message the people of Kazakhstan "Kazakhstan - 2030" emphasized that "an official of the new generation - a servant of the nation, patriotic and just, a dedicated and professional." That is what society expects from a modern public service.

"Achieving those high goals we have set for ourselves will require additional mobilization and in many cases, new innovative approaches to the issue from all organs and institutions of government, business, scientific and expert communities.

And most importantly comprehensive modernization process should occur for and with the direct participation of the entire population of the country and all walks of society and institutions".
