PROBLEMS
OF TRAINING EDUCATION MANAGERS IN EDUCATIONAL SYSTEM

In condition of the active integration of the Republic of Kazakhstan
into the world educational space, one of the fundamentally new strategies for
improving the training of pedagogical stuff is its orientation towards
managerial activities. This is due to
the fact that in all
spheres of pedagogical activity, including the system
of training future managers of education, management
becomes that universal tool, which allows ensure
its systematicity, purposefulness, flexibility and effectiveness.
The special importance of improving the
quality of human capital and
competitiveness of the graduated personnel
was noted by the President
of the Republic
of Kazakhstan NA. Nazarbayev in the
step-by-step plan of the nation
to implement the five institutional
reforms "100 specific steps", and is reflected in
the state's main documents in the field
of education of the last
decade (the Law of the
Republic of Kazakhstan "On Education", the Concept for the
Development of Continuing Professional Teacher Education in the Republic
of Kazakhstan, etc.) . Thus, for
the weak development of management in education
and the need
to improve corporate governance through the use
of the potential
of public bodies, further training and retraining
of personnel is indicated by
the State Program for the
Development of Education of the
Republic of Kazakhstan for 2011-2020.
The notion of a leader
of the lower,
middle and senior level is
replaced by the notion manager.
Modern management methods and their
effective application leads to the
effective result. The productive application of these notions in
educational process demands to understand its
meaning, its place and role
in mentioned process.
The notion management as a science appeared
in the end
of Õ²Õ century and in the
beginning of ÕÕ century, went through
development stages. In economical literature the idea of
management mentioned throw the management
theory “Taylorism”.
Frederick Taylor (1856-1915) is American engeneer,
who firstly established scientific management school. He confirms
that it is
possible to manage industry through science. In those time
it was great
news, which was defended scientiically
from different points of scientific
view.
F.Taylor observes business management as art
and took as objective the
knowledge of effective application and the cheapest
way to process
any new idea.
F.Taylor notices management compact only from the
level of business level. His theory was
developed by Harrington Emerson (1853-1931), Garrïngton Emerson
(1853-1931), Henry Ford
(1863-1947), Frank Gilbert
(1868-1919), Lillian Gilbert
(1861-1919) and others.
Representatitives of classic style
school Henri Fayol, Lyndall Urwick, James Mooney,
E.K. Riley realised universal priciples of management. Establisher of that school is
French scientists Henri Fayol (1841-1925) came to the
following conclusion after collecting practical experience: “Management is to
use effectively business possibilities and leading it
to definate aim.” Additionally, he complains that
public administration organization is possible by application
of scientific principles.
But up to now
an effective system of training
managers in the system of
professional education has not been
developed
The manager is the
organizer of people at the
level of high art, and
therefore the manager of education
is a profession that requires special
preparation.
In labor industry it is demanded
from management system to be
mobile and dynamic. There will be included
into educational process not only
representatives of education, but also average population
too. In order
to provide transparency, cooperativeness in educational system in educational
institute will be organized courage
consultation, which will supply with
advice and with the help
of employers will be provided
with regional and field consultation.
In the Law
of the Republic
of Kazakhstan “On Education” it
is mentioned: “The main objective of educational system is national
and citizenship values, on the
base of science
achievements to form personality and to build
conditions for the professionally oriented subjects, to implement modern
technologies, informatize education; in order
to get international
level of communication in the field of
education it is demanded to
improve pedagogical skills, professional knowledge and competitiveness
in new world
of education”.
Implementation of this objective
requests to reorganize content of education in
the case of methodology and concept. This
type of modern
methodological system shows the need
of changing traditional educational process, and also
to develop creative service of it, additionally,
to develop pupils’ innovative potential and to
discuss the given issue in
the sense of national, but
modern or innovative approach.
Currently it is relevant
to train future managers of educational process, as if
we want to
find the most effective way of service
in educational process. Education management takes significant role in preparing future
managers in education. Education
managers preparation is the key point of research in the sense of scientific
and methodological aspect.
In preparation study literature for higher education we have chosen
the literature, which focuses on
modern social and economical, psychological and pedagogical demands, which are also
considered as pedagogical conditions. Content of education and structure of literature for
higher education system: state policy of
the Republic of Kazakhstan; modern
methods in teaching; modern and scientific results of researchers; didactic
principles of teaching; modern technologies in teaching; aesthetic norms; appropriate
literature to the material and technical demands of Kazakhstani educational
institutions.
It was taken into account
that the content of education
and education manager training literature must be chosen in
accordance with modern specific features of managing
function.
Education managers should be able to
overcome taugh conditions from “higher” and “lower”
organizations. Additionally,
they should be able to
have personal opinion, should be able to
prove their personal view, also should be
able to help
others to build and recognize
their personal values and should
be responsible for promises.
Education managers should take into account
others opinion, however, should follow their own
demands and requests, also they should think
about family and friendship interaction values.
In solving managerial solutions managers must have emotional
intelegency, ability to persist in
said opinion, ability to overcome
life hazards. Moreover, managers in some cases
can't overcome difficalties and fell into depression,
which leads to lowering the
career and health case.
To sum up, current
education system development and one of the
management features of it is
to train global-integtared condition specialists, who are able to
manage or lead whole management
process through taking into account
internal and external communication complexes and it
is the most
important issue of current days.
