Expert estimation of segmentation on the market of IT-services in Russia

IT-services don’t take a great part in homeland IT-branch, about 20%, and in developed countries this percent is around 45%. There is a list of explanations of such a situation, but it is understandable, that our IT-market is still in the process of its forming. Based on IDC expert’s evaluations [3] the biggest part of IT-companies do the sells of computers and office equipment (45%) or develop PC (42%); much fewer firms specialize on internet-services, system integration and unique branch developing (28 and 25 % accordingly). The majority of achievements is characteristic of IT-services segment, that causes special attention of the market’s participants – suppliers as well as IT users, that is not surprising: this is the point where the basic Russian constituent of the market is shaped. During the last 3 years the segment of IT-services has been quickly increasing. The amount of goods and services realization increased on 40-50% a year, and the nearest future should make no changes in this situation. Although many experts say these changes were provided by the dollar course increase: in the ruble ratio the increase was only 38%. Picture 1 presents the structure of IT-services in 2008, in the percent to the general scope of the market. From the customer’s side the biggest IT-service consumers in 2008 remained the companies of oil and gas sector (28%), the financial sector (18,2%), traditionally back warded sector of state power takes the third place (16,2%), telecommunication branch (13,1%), industrial enterprises (11%), the sphere of education (8,5%) and other consumers (5%), that is seen in Picture 2. Continuing the theme of the situation on the market of IT-services, we can point out that high rates of growth of the market of IT-services in 2007-2008 y. in Russia are explained not only by the increase of the scope of the works fulfilled, but also by the increase of their cost.

 

There are some opinions of the IDC experts [3] that in 2009 y., enterprises and organizations will cut down their expenses for IT and will direct their resources to preservation the current activity but not to introduction and development of the IT-component of their enterprise. In this crisis condition customers will postpone the renovation of program-equipped resources and demand big discounts, and the processes of budget concordance will slow down. The cycle of sellings will become longer and more complex, and the customers in order to save their business in such tough competition conditions, will have to reduce the margin and to concentrate on consolidation and business optimization.  At the same time, in some market segments the economy regime can also give a positive effect. The systems of business-analytics – an important instrument to control the expenses and IDC [3] thinks, the companies will not refuse from fulfillment the projects on their rigging. In accordance to it, during the period of uncertainty and employees reduction the demand on the outsourcing service of the companies – ready solutions providers can increase. The most noticed IT expenses decrease is expected in the manufacturing sector; moreover, retail and wholesale trade, building and extractive industry will also face big recession. Transport, communication, power engineering and state sector will suffer a little less. In predictable 5-year period (2008-2012 y.) the IT expenses in Russia, although, will grow every year on 15-20% on average. Very likely considering the world economic instability the realities will turn to be a little lower. The state sector becomes the key IT-services consumer today, that is why the state policy in the prevalent complex economic situation cannot but not cause the interest. Many analytics of IT-companies are waiting for sequestration of the articles of state budgets, put under IT-services for 15-20%. In some sectors of the economy there is a tendency of spending money as quickly as possible for IT-services, until their purchase ability reduces and as a result the increase of demand for the production and the service of IT-companies. This tendency is mostly seen in the state sector. Analytics [7] share the opinion that the demand increases for IT-decisions that augment the effectiveness and transparency of the state infrastructure, the projects, increasing the transparency of activity of departments and ministers in sphere of government measures administration. IT-companies have other directions of development. Last 2008 year the customers increased the interest to the projects, realizing technologies of territorially distributed protected informational systems.  And there are 2 reasons for that, the first one lies in satiation with “standard” decisions and the second one – the urge of customers towards shortening the time constraints of the projects and promotion of their effectiveness. Also in such a situation the demand for the outsourcing service has increased, and first of all for the support of IT-systems, although the general unripeness of the IT organization processes hinder at present outsourcing from wide usage.

Getting to the perspectives of IT-branch development, we shouldn’t forget about the existing complex economic situation in the country. We can assume that the following year will bring the realization of fewer big projects, but in the budgets of independent companies there will be put more funds for the support of efficiency of equipment, its exploitation, service and escort. The basic accent should be made on keeping and optimizing the framed and state-of-the-art systems on enterprises, and also on the systems and projects, which introduction have the great importance for the concrete enterprise. After all, the goals and aims of the customer didn’t change, it’s just the crisis situation needs a faster reaction, a more precise situation evaluation and the effectiveness of realization of undertaken actions. We would also like to point out that the legislation in the sphere of access to the information and its protection changes simultaneously with the economic situation changes in the country. With the appearance of the federal law concerning the protection of personal data there has appeared the necessity in specialized stills, in order to make the system of information adaptation in enterprises suitable to the requirements of this law [8]. This is a rough expensive necessity, but these expenses are provided in every budget of organizations. Generally the market of IT-services at present can be evaluated as not enough developed because of its short history. Now, because of the complex financial economic situation, there is a necessity of complex and strategic business support, putting this process to the level of national project. A lot of analytics think that the market of information technologies in Russia is secondary compared to the market in general. It turns out that IT-companies render other spheres a service, copying their structure, methods and the ways of making business a lot. It means that if the state policy supports mega corporations, then the IT-market will be built  based on the same principles and will be waiting for the government support.
