SCO - factor of stability and security in Central Asia

  

Today in the framework of the SCO, the integration processes become the most increasingly important factor in strengthening security and stability in the Central Asian region, actively promotes develops of economic and political potential of the States Parties of the region. The chain of main attractive advantages of the SCO union they mark the fact that it is built on the principles of equality of all Member States, mutual respect for the ideology, experience and approaches of each other, the diversity of cultures, traditions, called as the Shanghai spirit. This is combined with its organizational structure and diversity of cooperation means. SCO is inherently devoid of elements of confrontation. It seeks to build in equal proportion a democratic, fair architecture of international relations based on multilateral, cooperative approaches, which takes into account the interests and experiences of all participants.

       The mechanism of decision making basing on consensus, developed with regard to the position of every member, presented in the SCO, is necessary today in the environment of complex changing. The organization’ most valuable moment is approved Institute of decision making, all on consensus, ensuring a high level of trust and cooperation, the desire to understand each other, to solve problems through dialogue.

    It should be noted that the Shanghai Cooperation Organization referred to the model of political and economic integration, as its activities cover both economic and political questions. SCO can also be attributed to the second type of integration associations, which is characterized by the cooperation of participants limited to signed series of multilateral agreements that frame their mutual responsibilities in a fixed activities, and the implementation of these agreements are in charge of the national authorities of each state.

    Integration processes in the framework of the SCO are the result of regional cooperation and understanding of SCO member countries. The organization carries out multilateral cooperation in various fields of cooperation. Economic cooperation is a priority in all of the cooperation fields of SCO member states, and is the material basis of successful development of all the organizations. The most important moment is the opportunity to found a common energy policy and a single energy system within the SCO.

    Kazakhstan due to its geopolitical location remains one of the major members of the integration processes in this region. The Republic of Kazakhstan is a major factor of stability in Central Asia, and carries out successful function of integration vector of foreign policy.

   It must be stressed that very special role in the integration initiatives of the region  Central Asia belongs to the President of the Republic of Kazakhstan Nursultan Nazarbayev, who suggests various integration initiatives, showing the political will, which is now recognized as one of the basic condition in successful promotion of the integration. This state is a forwarder if compared with the rest of the Central Asian integration process participants (1). In his annual Messages to the nation, the President recalls, that the priority of our county’s foreign policy is the integration vector of development.

    Today, the power resources are one of the main aspects of settling geopolitical interests around the world. The worked out Asian power resources strategy, inspirited by the President Nursultan Nazarbayev, has become a strategic document in its importance and is already of huge significance in process of integration of the power resources area in Asia. Asian power resources strategy could be in   perspective the essential part of the national security of the RK as well as other member states of the SCO. This allows to define our country as a leader in the Central Asian region, and hence as a factor of stability in Central Asia.

   It should be emphasized that the main objective is to promote the stable functioning of the power resources market throughout the CAR based on the principles of non-discrimination, parity, including power energy policy, power energy and environmental security of the participating countries. Strategy is a document specifying the goals, objectives and guidelines long-term power energy policy of the Asian region countries, considering the prevailing home and foreign situation of the power energy sector of each country and its role in ensuring the unity of economic area of Asian region, globalization of power energy markets (2).

      The SCO Energy Club foundation and working out Asian power energy strategy is proof that the basement of further SCO running in its structure is the power energy integration. The single power energy space founding, planned in the frame of SCO could become a new paradigm of interaction for all the world economy. It follows that the basic factor integrative factor for SCO member states is power energy integration.

    With gradual SCO influence growing in the context of significant global events consistent extended interest of the international community to this organization is increased. So, the interest to SCO in one form or another is shown by both individual states and international organizations. So, it is determined that the candidate - countries with full membership are Mongolia, India, Iran, Pakistan, which now have the status of observer. We can say that in the case SCO is expanded, it prospects to cover beyond the organization of the Central Asian region and claims to be a sub regional one.

    In the event of a potential expansion of the SCO, it could be concluded that Muslim neighbors entering to SCO, in one or other format, would facilitate the works against religious and political extremism, threatening any and all current member states of the SCO. Acts of the participants would be more close-knitted and coordinated, and could, possibility, be centralized. However, current trends in integrated association are characterized not so much by the expansion as increasing organizational effectiveness.

    It should be noted that the subjects for the multi-aspect and mutually beneficial cooperation between the two powerful organizations as SCO and the EU are enough. SCO could design a model of the first column, available in the system of economic integration of the European Union, including the power energy cooperation. SCO dialogue with the EU could contribute to the solution of questions not only in power energy sector, but in trade and economic cooperation in the security, human dimension, human rights. Adopted EU’ Strategy applied to Central Asian countries could be a good basis for cooperation with the SCO countries (3).
