The development problems of
the recruitment market of Kazakhstan
Kazakhstan’s
recruitment has a short historical period. For the first time of its coming to
market businessmen were not able to understand what should they pay for. Otherwise, foreign business representatives
was looking for the «Recruitment agency» in various directories and requested
for personnel selection.
Three factors influenced
on the development of recruitment in
Kazakhstan:
1) multinational
companies appearance;
2) great number of
enthusiasts who trained on different courses and trainings;
3) availability of
specialists, who were able to increase company’s income and status, for hiring
whom companies were ready to pay quarter or even third of annual salary of
mentioned worker.
Nowadays recruitment in
our country is fast-paced, at the same time competing with similar business in
Russia and Europe. Some experts, who investigates job market, claim that this
business’ turnover has measured up to 250$ billion all over the world. Moreover,
around 1% of able-bodied population of the planet is taking part in recruitment
processes. There are upward of 1000 recruitment agencies in Russia. Regarding
to Kazakhstan, some specialists say that the turnover of Kazakhstan recruitment
is around 0.5$ to 1$ million with average annual rising – 20%. According to
some research, the number of recruitment agencies climbed from 3 to 15 in the
first 10 years of their appearance on job market. What interrupts the faster
dynamic is that professional search and selection highly develops in cities
with population over 1 million people. There is only one city in Kazakhstan
which answers mentioned requirement – Almaty. [1]
Recruitment is playing
the key role on the Kazakhstan job market. This is because, Kazakhstan has a
lot of minerals and there is a low number of human resources. Many companies
are starving from “HR hunger”. The reason is that the recruitment is covering
only 2% of able-bodied population.
It needs a large period
of time and serious investments in the
employees development in order to solve the problem with human
resources. Large foreign companies spend a big part of budget and resources so
as to organize professional development. This is because companies are taking
part in everyday market competition and as result are oriented on team
education and training. Sales managers, technologists, heads of production and
directors, oil and gas specialists are supposed to be in a special account.
Currently recruitment is
thriving in big cities of Kazakhstan like Almaty, capital of the country –
Astana and Caspian region. There are 6512 companies on the potential service
consumers market, that is taking 6,8% of all the market. In other words, it
means that the problem of the consumers market development is still existing.
Recruitment agencies on level with personnel search and selection offer the
consulting service in order to champion for clients. The observable trend on
the Kazakhstan recruitment market is that recruiters are specialize on a
definite market or even field section. [2]
Unfortunately, there is
no teaching of the principles and technology of personnel search and election
in Kazakhstan, that is why frequently new agencies are ready to offer damping
prices for the service with doubtful quality. An employer receives a great
volume of resumes instead of three accurately searched and evaluated
candidates, and will have to select them by himself. This method of work ruins
recruitment reputation. Another issues of the Kazakhstan recruitment market:
● Often clients do not understand all of the finesses of
recruitment;
● There is no united standards of recruitment agencies
work.
Online recruitment – one
of the innovative directions in Kazakhstan recruitment improvement. The number
of job-sites is rising, but the main problem of this type of service is low
internet penetration of Kazakhstan population, especially in regions. The
future of Kazakhstan recruitment market will include online recruitment. [3]
The level of recruitment activity in Kazakhstan is one the highest all
over the world. Retail companies are keeping expansion on Kazakhstan market,
whilst opening representative centers not only in big cities, but also in
regions, that cause high demand on specialists of all levels. There is also pharmaceutical, FMCG
companies, banks and recruitment agencies involves in the process. On the other
hand, there is still lack of professionals with good background and experience
in the fields like heavy
engineering, technical consulting in mining, sales, manufacture.
In conclusion, must be said that whereas some critics say that new cycle of the crisis is coming, the job market practically does not react on pessimistic set of the fund market. The companies is continuing to open new vacancies. Thus, companies-employers, who develop their business and are ready to expand the team, and job searchers, whose number is sharply increasing, are positively tuned. [4]
