TRAINING OFFUTURE COMPETITIVE MULTILINGUAL SPECIALISTS
IN THE 21st CENTURY
Bilingual
or multilingual occurrence is becoming one of the most striking phenomena of
intercultural communication. According to the researches, there are more
bilinguals than monolinguals in the world. Knowledge of several languages
is the current government education policy of many countries in
Europe and Asia. The scheme of learning languages is as follows:
each student of European schools must be fluent in three languages. Native, one
of the three working languages of the Union (English, German, and
French) and the language of the country you live.
Bilingualism
is a skill that allows a person or people as a whole or part to use two different
languages in written or oral form depending on the situation and
seek to understand the process of acommunication. Bilingualism and
multilingualism are not simple occurrences. Demand and necessity give
rise to second or third languages everywhere, where people of different nations
are contacted. Therefore, it is directly connected to practical needs for human
communication. In a multinational group or environment, bilingual or
multilingual are inescapable social occurrences.
A
manifestation of language contact occurs, spreads and
operatesasaresultofcertainsocio-historicalconditionsoflifeandthemainonesare: regular
development of economic, political, scientific, cultural and household ties
between people speaking different languages. Territorial contiguity of one
nation to another, or cohabitation and housekeeping in the same area, social
function of each language and its scope in the life of contacting people.
Kazakhstan
is a multinational and multicultural country. People of different nationalities
who are fluent in their own language, have their own history, their traditions
and customs. Kazakhstan and other neighboring countries
have been adhered to bilingualism for many decades, and it still remains today.
Kazakhstan is closely adjacent to many countries where the international
official language is Russian. In Kazakhstan, it is advisable to learn a
second language or bilingual development (national Kazakh and Russian language)
or multilingualism (mother tongue, national language and foreign language).
National language is Kazakh. Kazakh and
Russian are also official (state) languages and English is a foreign language.
In President’s Speech “Kazakhstan-2050 Strategy” he remarked about ‘The Kazakh Language and three-side unity of
languages’:
“Nowadays we take active measures to create conditions for our children to
learn Russian and English equally as Kazakh. This tree language policy should
be encouraged on a state level. We should work to a breakthrough in learning
the English language. ‘Lingua franca’ of the modern world will provide new and
unlimited opportunities to each citizen of our country’ [1].
Multilingualism
- as an object of study covers linguistic, sociological, pedagogical,
psychological and other aspects. For example, linguistic aspect of study
involves the analysis of multilingualism ratio structures elements of the two
languages, their relationship, mutual influence, interaction and interpretation
at all levels of the language system identifying the distinctive features of
each of languages in contact; study manifestation of the interference of the
native language in the process of learning English, Russian, French, German,
Arab, Turkish, Chinese at our ‘University of Foreign Languages and Professional
Career’ where students study all these
languages; linguistic explanation of the reasons for the
interference of the native language in the study of foreign languages.
Solving
problems of bilingual education is associated with an awareness of the nature
of the interaction of the first and second languages, as well as changes in
mental individuality in connection with learning a new language.
Many
researchers have studied the problem of learning second or foreign languages that
are considered "imposed" on the inactive language. Linguistically the
consciousness of the individual comes first recoding, and then gradually forms
a complete field of concepts and codes. Formation of a second language is for medina
already functioning linguistic consciousness. Determining the success of second
language acquisition is a factor of the positive and negative influence of the
first language. When learning a second
language, comparing the language tools, events and facts, a person deepens his
knowledge of the first language, it opens up new potential opportunities. Thus,
a second language affects the first, in the mind of the individuals, changing
their picture of the world and creating a different vision of it. Changes occur
in the structure of language consciousness and psychology of individuals, the
secondary language personality traits and features are forming. Second language
is a means of influencing and changing mental individuality, their view of the
world, on the values of life and determines the nature and
content of their actions and deeds. Only such a person is able to understand
other cultures, able to contribute to the effective implementation of the
universal problems of language teaching – peace and understanding among
different cultures.[3]
Due
to the integration of Kazakhstan into the world economic and cultural sphere,
with the expansion of international relations, foreign language has become one
of the conditions of demand for competitive skilled multilingual young people
in the labor market. In today's technologically advanced world, it is necessary
to prepare young professionals for higher education who are able to use high-level modern
information technology and can speak foreign languages, namely
fluent in English. Such young professionals will be in demand in
the labor market. As our President mentioned in his latest Address to Nation
and put a task before the teachers: ‘Our country’s task is to enter the top 30
developed countries. And through qualitative education prepare competitive multilingual
skilled professionals [4].
In
conclusion, I want to say that the issue of bilingualism or multilingualism in
Kazakhstan becomes very relevant. Our "University of Foreign Languages
and Professional Career" pays great attention to this issue.
The Department of Foreign Languages especially pays attention to
the project ‘Lingo-cultural aspect as a factor of innovative foreign language
teaching, training future professionals of foreign language education in
Kazakhstan and the Turkic-speaking countries’. Graduates of our University
should be fluent in at least three languages: Kazakh, Russian, English and base
and second foreign languages, such as Arab, Chinese, Turkish, German, French
and other languages, which implies the ability to speak and write in these
languages.
In
addition, we must add that in connection with the specification of our
University, where students learn foreign languages, on the
curriculum, students of all faculties study the Turkish language as extra
foreign language, which enhances the value of the future graduates of our
University. The citizens of Kazakhstan and especially younger generation have
the special historical mission - to master at least three languages. The
younger generation of the country and in particular university students should
be considered as a group of individuals - the individuals of 21stcentury
contributing their labor and knowledge to the common fund of the country.
