JAHANGIR KHAN AND ORGANIZATION OF ARCHIVAL BUSINESS

        History of archives in Kazakhstan starts in XVIII century. In December 1794 at the headquarters of the governor of the Inner Horde Khan was founded archive. Organization of archival business in Kazakhstan connected with the history of Inner (Bukeyev) hordes. Three years later it was decided to build in the khan's headquarters building fireproof archive. Orenburg engineer architect Carl Majewski was prepared to draw building project. Provincial technical and building committee at its meeting on June 4th, 1795 approved the construction budget of 10,999rub. 34kop. Construction of the archive was carried out by the State treasury. Final archive connected with the rule of Khan Jahangir (1824-1845). Jahangir Khan carried out a reform of political management, while focusing on the device state machine of the European countries, mainly in Tsarist Russia. Special stationery from the Tatar and Russian offices for record was created,. Increases the flow of messages and the volume of paperwork contributed to the rapid acquisition of the archive. With the death of Jahangir Khan and the establishment of the Provisional Council of Inner Kirghiz (Bukeyev) hordes archive was transferred to its administration. Documents relating to the history of the Khanate were concentrated in the archives of the "Temporary table of Bukeyev horde" formed when the archive Orenburg Border Commission. Documents from the archives of Jahangir Khan, including his personal letters were received. In 1848, for the study of archive "Temporary table Bukeyev horde" Regional Administration sent a graduate from the Page Corps, Jahangir Khan’s son Sahib-Giray Chingiz. Prior to 1870, several times audited documents that were reviewed by Commission, and the work that was not stored, was destroyed. The greatest archive damaged during the civil war (1918-1920). Archival collections were moved several times from room to room, and the documents were taken away for firewood and other household needs. With the establishment of Soviet power for the protection of archival documents actions were taken. In 1927 documents of Bukeyev archive were stored at Central archive. Documents from the Soviet period tell the dramatic story of the Khan's archive. In the spring of 1925 the head of the Bukeyev archives V.I. Zhabin reported in the Provincial Executive Committee: "...The first practical work aimed to protection cases were not parsing, but packing documents in a pack, since all things archival fund were in a state of chaos... clearly, in such state as now to develop such inconceivable fund for 1000 pounds is impossible; the archive is dumped in a room where there is nowhere to turn and often disassembled case fall into the heap that is not dismantled material and have to deal with again . "
