PERFORMANCE MANAGEMENT OF THE DEVELOPMENT OF INNOVATIVE TECHNOLOGY PROJECTS IN AGRICULTURE

An important segment of diversification of the economy of Kazakhstan is the development of the agro-industrial complex of the country. In its development it identified three main areas which are, the growth of labor productivity in agriculture, and secondly, to ensure food security of the country, and thirdly, the realization of the export potential of the country [1, p. 4].

In the agro-industrial complex of the country is around 65 sectors and sub-sectors for specifying measures to the most promising areas and strengthening of regional specialization on the basis of a detailed analysis of these sectors and sub-sectors of agriculture 15 promising and competitive sectors were selected. Of these, eight high-priority sectors developed detailed master plans that set clear benchmarks and indicators for enterprises, financial institutions, government bodies and socio-entrepreneurial corporations for investment projects.

Every year, growing volumes of budget funds allocated for the development of agriculture, only in 2009 of the national budget allocated more than 96 billion Tenge, including 41.3 billion subsidizing production (in 2008, subsidies amounted to - 40.2 billion Tenge, in 2007 - 21.5 billion). In 2010, the financing of investment projects of JSC "National Holding KazAgro" the National Fund allocated 120 billion Tenge.

Thanks to the investment policy of the state projects are implemented food security and increase export capacity, particularly at the expense of the institutions of "National Holding" KazAgro ".

     At the beginning of 2011. JSC "National Holding" KazAgro "is funded by the implementation of 79 major projects with a total cost of 87.4 billion Tenge.

Implementation of these projects will create 5,103 permanent and 3,503 temporary construction period jobs.

      Along with this, a group of subsidiaries national holding "KazAgro" implemented 67 investment projects totaling $ 35.9 billion.

Scientific research has covered development priorities and sectors of the food processing industry, the mechanization of agriculture, economics, agriculture and rural development.

      On the whole, positively evaluating public policies on innovation and the development of agribusiness sales promotion of agricultural products, in the industry there are a number of problems whose solution requires further efforts JSC "National Holding" KazAgro "and subjects of agriculture.

      For the development of innovation in the production of a system of JSC "KazAgroInnovation" with public support systematic measures are taken. The Center of transfer and commercialization of agricultural technologies (TSTKA), which aims to support and develop new agricultural technologies, including through the creation of new companies based on high technologies involving public resources.

Innovative development of agrarian economy is largely determined by science and technology policies, and the formation of an innovative mechanism. Subjects have an important role in the anti-crisis program, using the innovations of breeding and genetic, technological, organizational, managerial and social type.

      System-start innovative agricultural development in the Republic of Kazakhstan are the reproduction of agricultural innovation and development in the mass practice of improved methods of agricultural production, in determining the aggregate innovative development of agriculture. Providing innovative development of agro-industrial complex consists of two units - the resource and institutional. The resource block includes financial, personnel, logistics, information technology. An institutional unit includes organizational, economic, infrastructural, regulatory support, the same group adjoins the development of innovation-driven forms of management.

      The immediate objective of improving the innovation system of agriculture is to increase agricultural innovation capacity. It is based on research and development for the agricultural industry as a constantly replenished and renewable source of continuously increasing capabilities of innovative renewal of agriculture. Scientific and technological advances often determine the possibility of transition to sustainable agriculture development, while ensuring the implementation of the measurement of the innovation system depends on how fast this transition happen.

Given the strong intra-relationships and dependencies, you need to complete the improvement of agricultural innovation with due proportion and removing bottlenecks in its composition.

      Assessment of the degree of innovation of agriculture at the national, regional and economic entities has its own characteristics.

      At the national level regulatory support innovation is particularly important, as well as financial, personnel and logistics of agricultural science.

      At the regional level, while maintaining high national significance criteria for evaluating the role of information, infrastructure, organizational and economic support of innovative development of agribusiness.

      At the level of economic entities limiting factors of innovation development in modern conditions are the financial, personnel and logistics. All this requires the construction of a multi-level system for innovative agricultural development in accordance with the content and features of innovation management at all hierarchical levels.

       Thus, the need for an objective addressing the interaction of innovative development of agriculture necessitates expansion of the powers of the regional representatives of JSC "National Holding Kazagro" heightened sense of responsibility of the control system for the timeliness and quality of decisions made on the development of innovation at the micro level. Consequently, the possibility of a qualitative and quantitative improvement of the methods and mechanisms for innovative regional agriculture is realized. The key areas to improve the qualitative and quantitative improvement of the methods and mechanisms for innovative agricultural development, the following five areas [133-135]:

- forming a strategy of innovative development of regional agricultural enterprises;

- increasing trend of cooperation and integration in the solution of problems of qualitative and quantitative improvement of the methods and mechanisms of innovative development of regional agriculture at the local government level;

- implementation of the integration of innovation in product sub regional agriculture to create conditions for the growth of its innovative capacity;

- improve the use of innovation in agricultural enterprises;

- development of information, personnel, financial and legal system of innovative development of agribusiness.
