ASSESSMENT OF INFORMATION RESOURCES OF THE MEDICAL EDUCATIONAL ORGANIZATIONS

Advanced technologies became irreplaceable assistants for establishments of the scientific and educational sphere. If earlier various collections and directories for entrants were the main source of information on institutions of higher education, catalogs and booklets, now this role are carried out by electronic catalogs, search engines and special vebometrics ratings.

One of the priority purposes of modern scientific and educational community – training improvement of quality. Kazakhstan passed the period of a computerization and actively passes to informatization and entry into global information space. For the successful solution of these purposes in our country are accepted the Law "About Informatization" [1], "About education" [2], "A state program on the development of the Republic of Kazakhstan forced industrial innovatively for 2010 - 2014" [3].

In the Message of the President of Kazakhstan Nursultan Nazarbayev to the people of Kazakhstan "Strategy "Kazakhstan-2050": new political policy of the taken place state", the Head of our State noted: "... we have to introduce intensively innovative methods of the decision and tools in a domestic education system, including distance learning and training online, available for all comers" [4].

Questions of optimization of the official website of higher education institution, its role in scientific and educational activity, the Internet representation of educational institution were studied by a number of authors (Sugak D.B.(2003), Shinkevich A.V. (2004) Poltavets A. Century (2007), Danilenko L.V. (2009) Goryunova M. A. (2010) Melikhov L.G. (2010) millers of M.G. (2011).

Now in the world a certain theoretical and practical experience of development and creation of websites is saved up. Among foreign specialists in convenience of use of websites it is possible to note Nilsen Ya. works (2007) which considers key aspects of creation and promotion of websites in a global network.

World web analyst Koshik A. (2009) opens the questions connected with web analytics and the analysis of websites by quantitative criteria and indicators.

Since 2004 realization of the Vebometrichesky rating of universities of the world is begun. Web indicators used in it are based on traditional scientometric and bibliometric indicators. Main goal of the Vebometric rating is development of web publications at universities, an assessment of information resources of these organizations, and also fight against a digital gap. Though the rating doesn't set the purpose to estimate efficiency of universities only on the basis of web representations, it measures wider range of kinds of activity, than present generation of bibliometric indicators [5].

Thanks to this indicator, the relation of higher education institutions to development and filling of sites changed and already over 100 higher education institutions of Kazakhstan are present on a site of Vebometriks among more than 20 000 higher education institutions of the world. If in 2011 only three higher education institutions were included into 5000 higher education institutions of the world, 2012 already 8 universities of Kazakhstan are included into this number. JSC Medical University Astana by results of Vebometrika on the world takes 13 244 place, across Kazakhstan 51.

Also since 2008 in Kazakhstan the Independent Kazakhstan agency on ensuring quality of education (IKAEQE) which is non-profit organization in the form of establishment functions. Work of Agency is directed on improvement of mechanisms of system of introduced procedure of accreditation in Kazakhstan, ensuring systemacity of process of receiving and an assessment of objective data of educational activity of higher education institutions and colleges. One of requirements of this accreditation is existence of the website reflecting mission, the purposes and tasks of educational institution, efficiency of its use for improvement of activity of the organization of education. According to agency on a rating of leading medical schools in 2012 of JSC Medical University Astana I took 1 place [6].

The main object of research is JSC Medical University Astana web representation. On the basis of the carried-out analysis rekomedation on improvement of web representation of this university will be developed.

However in Kazakhstan there is no system of ratings of websites of medical educational institutions which would show their representation on the Internet. Among medical schools there is no rivalry in this area that, promotes abituriyento-orientation a little. Unfortunately, we didn't find scientific researches of how entrants (their parents), students, undergraduates, doctoral candidates, teachers, employers and expert community perceive quality of information resources of medical educational institutions.

Many educational institutions seek to place the resources opening the various parties of educational process on the websites. However quality, both already functioning, and again created websites, not always meets the user expectations. In many respects it is connected with that today there are conventional in the theory and practice of a saytostroyeniye no universal methods and the principles of quality management of educational websites by which developers could be guided throughout life cycle of information product. Absence of the uniform standard regulating activity of websites on the Internet, leads to that the assessment of websites occurs without their specific features.

Thus, effective filling by resources of websites of higher education institution is one of the factors defining formation of the modern market of educational services. The site of university has to be socialized in the Internet community: to prove on the largest social domestic and foreign networks, to involve the teachers and students in formation of an actual content, to use modern methods of attraction of target audience.
