The formation of the party system in Kazakhstan.

 

In Kazakhstan, the political modernization began to carry out  through the reform of the whole  political system of society.   The political parties are the main institution of the political system as well as the state.

The meaning and role of political parties is determined not only by their place in the political system, but also by the role of parties in the development of civil society. The degree of democracy of all structures of social development is measured by Maturity of the civil society.  

            Significance and essence of political parties are disclosed by its performed functions:

 - Providing a link between rulers and the ruled;

 - Accumulation of diverse and disparate interests, preferences, requirements of the various layers and groups in society;

 - Setting collective goals for the whole society;

 - Recruitment for the party and for the organizations that are included in the political system, including the nomination of candidates for representative bodies, and the Executive Office bureaucracy;

-Acting as the reference group (communication group) for their supporters.

         Thus, the political parties are the highest level of civil society because they perform the function of political socialization. Exactly political parties express political interests of individual layers, groups and the whole society, depending on their goals and objectives.

         The question of formation of the party system in our country should be highlighted, because its structure determines the character of the interaction of all political parties not only among themselves but the order of the device of representative and other authorities of the state.

         The party building had some difficulties:

- The absence of other parties except the Communist Party;

- The need for state initiatives, ie the creation of parties from the top;

- The lack of movement from the bottom in the creation of parties;

- Low political activity of the masses and the lack of experience of political activity in the general population;

- The need for a more rapid pace of party building when in developed countries, modern political parties were formed over the centuries.

Thus, it was necessary to use the experience of other countries, taking into account the specific - historical conditions of development of Kazakhstan, without blind imitation.

During the democratization of political society, some changes have taken place in the transformation of the party system in Kazakhstan. Over the years, a multi-party system was formed, as the most suitable for the democratic development of our country.

         At  present, the political parties are the main tool of the relationship between the state and civil society. As well as the state, political parties form the basis of the political system of society, they are a tool for civil society participation in the  implementation of state power and control over the efficient functioning of the state apparatus. Currently, the state developed a legislative and regulatory framework for the elections and activities of political parties of various types, which fully comply with the norms of a democratic state.

Formation of a multi-party system should be aimed at strengthening of Kazakhstan the promotion for approval as "democratic, secular, legal and social state whose highest values are an individual, his life, rights and freedom."

The basic requirements of the party system are: a guarantee of national sovereignty, respect for human rights and freedoms, and multiparty system, which is a form of realization of political pluralism in society and consideration of public opinion of the all social groups and communities.

.        The system should provide honest expression of the point of views of different parties. Activities of the parties should be public and transparent to the public.

         The formation of a multiparty system in Kazakhstan society, pluralism and conflict of opinion gave rise to many legitimate processes revaluation of values. Eventually, they led to the apparent transformation of the basic foundations of both public and political system as a whole.

 The political system of society was actually created anew and its main institutes began to work on – new, taking into account experience of the modern countries.

When the political culture is at a development stage, it is necessary to perceive correctly the political competition as the competition of ideas about increase of welfare of the people and effective use of natural resources of the country.

 "Nur Otan" - the first political party that considered seriously the problem  of training and education of party workers by innovative methods of party management.

At present, the People - Democratic Party "Nur Otan" actually constitutes the core of the whole party system of Kazakhstan. It is based on the ideals of democracy, pluralism, openness and represents all social strata.

Thus, the dominant position of political party "Nur Otan" is justified by the whole course of socio - political development of Kazakhstan society, so how the People - Democratic Party "Nur Otan" is ready to take an active part in the modernization of the country and in the formation of competitive state and prosperous nation.
