ANALYSES AND WAYS OF IMPROVING THE INDICATORS OF HUMAN RESOURCES IN THE
FIELD OF HEALTH CARE

A problem of shortage of specialists is in the
priorities list of the World Health Organization. There are about 60 million
medical personals in the world. According to the data of the WHO nowadays about
4,5 million medical personnel’s are
needed in the world. This problem is topical for Kazakhstan as well. In our
country the total number of
the people medical
of field is over 219 thousands
and 153 thousand out of them are
medical personals who have
not higher education. 86 percent of
them are doctors that are engaged with treatment of patients,18 percent of medical personnel’s who have
not higher education work
in the rural areas. New programs
for additional, secondary and post
graduate education which were
based on the international
standard of training
the medical personals have been introduced.
Changed in the structure of preparing the
specialists of health
care are aimed at
combining medical education
affain with three – leveled
system of European principles on
providing with high education. Besides compulsory components there has been
considered a possibility of choosing the subject and making up of getting
independent education. Also at the junior courses a practice students meeting
with patient have been introduced. New subject such as communicative skills and
basics of medicine are taught. There is a system of independent assessment of
the quality of education. It is carried out by the national and international
Boards of accreditation. National standards of specialized accreditation of
medical institutes universities and organizations will be formed and confirm.
Kazakhstan occupies the 10-th place in the world on the level
of providing the
medical fields with doctors and physicians.
In order to solve the
problem of providing with medical
staff according to
the information of
ministry the prognosis and
planning of request for
doctors within the plan of
complex measures on
developing the human
resources for health
care for 2013-2016 are under consideration. Also
introducing of a new
institution on independent
assessment of knowledge and skills of doctors
and a new principle
on organizing the
work of nurses
has been offered. There was opened a Republican Center
of in depended assessment
for knowledge and skills of doctors on
the basis of the experience of developed the countries. Shortage of doctors is very high
in rural areas. In order to send
young specialists to rural areas
it is needed to secure
them with social
benefits. For example, our
graduates are working in 15
foreign countries now including the
USA and Israel, and
also There are students
from about 16 foreign
countries who studding in our country. Those foreign students will
go back and work in their countries
after graduation.
To improve human resource
policy in the health care organizations:
- to prepare
the document on
development of human
resources of the
Health care field
which includes the
planning the principles
of human resource
issue and the principles
of realizing it
effectively:
- to expand
the practice on
formation of purposeful
requests of the local
executive bodies for
preparing doctors:
- to attract
managers who have
knowledge of economy
for managing the
health care organizations and provide them with
management skills using
normative basis on this
field:
- to
improve the system of payment
for doctors:
- to support
the social and professional authority
of doctors, to cooperate
with mass media
for bringing the
work of doctors
into the light:
- together with
the development of
institutions on professional authority and professional competitiveness to
prepare Republican and
regional programs for
improvement of professional development of doctors:
- to improve
and support the role of professional associations of doctors:
- to
prepare and to
introduce the principles
on protecting doctors socially which includes social benefit complex for doctors.
- to prepare
and to introduce
prophylactic measures for
doctors which are used during
the quarantine and danger
of spreading of
the most dangerous
infection:
- to develop information supplies in the field of health
care:
- to improve and to introduce central infer-system
of earth care:
- to realize clinical algorithms, protocols and
other standards.
- also there will
be considered the
following issues:
- to form the registration of those diseases which
are socially important:
- to make up decisions on improving infra structure,
communication and information supply the doctors of those areas with the
information resources on health care:
-to provide the fist-aid brigades with GPS
navigation, with information resources:
- to form the system of information on blood supply service:
- to widen
the net of national telemedicine.
The shortage
of medical staff on the world market amounts to 4.3 million people.86 percent of
medical personals work
in the USA, Great Britain, Canada, Germany, Australia and other 57 countries suffer from
lack of doctors. The number of
doctors in the field of medicine
across the globe is about the
rest serve as administration staff and assistants. Without these personals it would be impossible
to fulfill work on prophylactics, treatments of
patients.IN the system of
world health care there is a
definite gap in the number between doctors and population and the migration of medical personals
worsen this gap. In the countries where
there are high salaries
the training of human resources
is considered to be
worse but the
demand for medico-sanitary personals is due to the ageing, increase of
diabetes and cardio-vascular diseases.
During the analysis of situation
on providing with doctors in our country
it is observed that there
is a stability in this field
since 2005 year.
The number of women-doctors is by 2.5 more than the
men- doctors. In the system of health career of the RK the analysis of the
state of specialists shows the following.
The indicator of supplying with doctors in cities by
4.5 higher than in rural areas. It
proves that rural population is short of medical assistance, short of
having measures on preventing
diseases.2.There is not systematic
distribution of doctors according to
specialties (midwife, gynecologist,
cardiologist ,endocrinologist, psychiatrist, ophthalmologist and
others) 3.The high coefficient of
leaving the work places by doctors and
assistants takes place
because of low
salary and the difficulty of their work.
President of
our country pointed out
about the supplying the
hospitals with high
leveled specialists. He said « The hospitals which have
been built in
supplied with high –skilled doctors but
unfortunately tin is not
so. IF there is a shortage of doctors the construction of hospitals will
be stopped. What i the use of building hospitals without doctors working there?
These issues should go alongside with each other. It is needed to prepare
specialists, skilled specialists. It is true those now days we are short of
doctors. If we take a look at the data
of some specialists in
our country hospitals need 5000 doctors more at present
such specialists likestamatologist, surgeon, mammologist, cardiologist,
ophthalmologist are not
enough. State medical higher
education institutions for the
last 10 years have bought
teaching clinical and
laboratory equipments for
the first time. Majority of institutes, universities
got the status of state enterprises which are able to keep economics by
themselves.
Introduction of
innovative technologies on
education is realizing the
state program improving the
professionals skills abroad,
inviting foreign medical
specialists to pour
country for holding
master-classes and other
activities are being
carries out. Kazakh doctors
are coming back from
the countries like
Turkey, Singapore, Israel, Russia, Lithia, Belarus having
ironed their professional competences. Nevertheless, the health care system of our country
needs about 4 thousand doctors yet.
Human resource issue in the
field of health care is still in hot talk. We are lack of specialists. In 2009
the shortage of specialists
amounted to 6 thousand
people , in 2010 it amounted
to 5 thousand;. At present time 4 thousand
doctors are needed Since 2007
year 30 percent of gate of year
state grants have
been given students who
entered. Medical universities in 2007 after 8 years of studding will go
to rural areas
right away. From 2008 such order
of admission to medical universities reached up to 50 thousand. It means by 2015 -2016 the
situation on supplying the rural areas
with doctors will have been improved.
