Internet conferencing
Since the new technologies, the Internet and the multimedia formats give
such an enormous communication possibilities, interrelation, production and
manipulation, they can change — in fact they are already changing — key aspects
of the culture as the understanding of the being. That is to say, the
tele-education, tele-information, other tele-somethings, especially, the
tele-presence produce a change in the meaning of "where we are" and
"how we are", questioning the fact of being so virtual and dependent
on the versatility of the media.
Traditionally, one of the most common forms of professional communication a
conference form is carried to. Prompt development of information and
communication technologies has caused emergence of new forms of professional
interaction. Along with such forms of professional communication as the
electronic magazine and electronic library, one of the most common forms which
are carried out by means of Internet technologies is Internet conference.
Internet conference is among the expanded communication services allowing
carrying out a group form of interaction.
The analysis of the scientific articles and Internet resources devoted to
the theory and practice of realization of Internet conference as forms of
professional communication [2, 4] allows saying that modern Internet conference
represents analog of carrying out traditional conferences. Stages of carrying
out Internet conference can be correlated to stages of internal conference:

definition
of a subject and status of conference, organizing committee and terms of
carrying out;

definition
of estimated structure of speakers and participants;
-
informing
and the invitation to participation in conference;
-
collecting
and placement by the moderator of conference of articles on the Internet;
-
conference
opening, discussion of reports of conference;
-
summing up
and closing of conference;
- publication of final documents.
Modern forms and methods of training assume wide use of electronic
resources and means of their delivery. In the developed countries teachers have
access to libraries of such resources, an opportunity to load them and to use
for preparation and carrying out occupations.
Domestic teachers for development of educational content also use various
software, and for his transfer and communication among themselves and with
audience - various Internet means, including portals of the organization of
document flow, the websites of file hosting services, social networks, e-mail,
means of video conference, chats etc. However they, unfortunately, have no unit
educational environment which would allow solving the majority of the problems
concerning the organization of educational process and post degree education
[1, 51].
Conference is a meeting of representatives of any organizations, groups,
states, also individuals, and scientists for discussion of certain questions.
The Internet - conference is an electronic way of carrying out usual
conferences. Difference - the audience width, a venue
and technical restrictions. The main specifics of carrying out Internet
conference consist in a venue, and also ways of the organization of discussion.
The main functions of Internet conference are:
publication of scientific ideas of authors; creation of scientific community;
implementation of communication between representatives of scientific
community. Specifics of Internet conference allow defining some advantages of
realization of functions of this form of scientific communication [2, 127]:

lack of
restrictions for participants irrespective of geographical remoteness;
·
availability
to participants - lack of special requirements to the equipment and
communication channels; a possibility of participation from the workplace;
·
the
profitability connected with lack of costs of journey and accommodation of
participants;
·
expansion of
time frames of carrying out conference - a possibility of carrying out action
of any duration in the continuous mode;
·
a
possibility of connection to participation in conference at any time within the
term of carrying out conference;
·
possibility
of the operational organization of discussion of topical issues;
·
access to
all presented materials of conference both for participants, and for visitors
of a portal;
·
a
possibility of control of a format of conference - open (for all interested
persons) or closed (for the registered participants).
As additional effects of the organization of
Internet conferences it should be noted expansion of audience of participants.
Participation in Internet conference of interested persons allows creating
target audience on the website that promotes achievement of bigger efficiency
of scientific communication.
The second effect, significant for realization
of scientific communication, is accumulation of knowledge, opinions, the
experience presented in contents of articles and discussions.
There is an opportunity to leave a written
response to materials of other participants, and also an opportunity to delay
the answer to comments about own work in time.

Being in contact with the digital era we are aware of, at least, two things
of great importance, if we want to build a democratic society today by carrying
out a task that keeps in mind the enemies that threaten it and the friends that
strengthen it.
These are: a) the presumption that the new era requests adaptive persons
for the new programmed order where the relationship prioritizes the exchange of
data before the meeting among free, original and responsible human beings, and
b) the possibilities of promoting a society open to the participation, the
respect for others, the reciprocal cooperation and mutual understanding.
