Importance of foreign trade activity in the social and economic
development of Kazakhstan
The relevance of research. Foreign
economic and foreign trade activity is becoming increasingly important for the
social and economic development of our country. The results of this activity
are increasingly visible to ordinary citizens. At the same time, Kazakhstan is
gradually approaching the level of those developed countries, for which this
sphere forms the main part of the gross domestic product.
The socio-economic state of Kazakhstan is
influenced by the policies of such world leaders as Russia and China and their
relations with the outside world. Since it is their actions that determine the
nature of the actions of our state on the foreign trade world scene.
Unfortunately, at this stage of development in our country there is no
production and own production in general, except raw materials. That causes the
dependent state of our economy from other countries.
The Ministry of Economic Development and
Trade of the Republic of Kazakhstan is the leading organization in Kazakhstan
to implement state policy in the national economy. As applied to foreign
economic activity, it performs the following functions:
- Forms, together with interested
agencies, the foreign economic policy of the country;
- develops proposals for attracting
foreign investments to Kazakhstan (related loans);
- Prepares together with interested
ministries and departments proposals on concluding intergovernmental agreements
on foreign economic relations;
- determines the quotas of export supplies
of certain types of products;
- develops and implements the state policy
with regard to foreign economic activity, participates in the development of a
mechanism for regulating monetary and credit relations with other states,
conducts work on drawing up forecasts for the development of exports and
imports, determines in co-operation with other agencies the amount of funds
necessary to implement the state's export order, provides The fulfillment of
previously accepted obligations under the international treaties concluded by
him.The Ministry of Economic Development and the Ministry of Finance of
Kazakhstan monitors compliance with the legislation of the Republic of
Kazakhstan regarding foreign trade operations by organizations and enterprises;
Check how the ministries, departments, enterprises use incentives and quotas
for the export and import of goods; Have the right to control and analyze
foreign economic documents of enterprises and in case of violation impose fines
and deprive the enterprise of a license.
The purpose of the scientific article is
to study the significance of foreign trade activities in the socio-economic
development of Kazakhstan.Methods of research. When writing the thesis project
the following methods of work were used:
- study and analysis of scientific
literature;
- study and synthesis of domestic and
foreign practice;
- modeling, comparison, analysis,
synthesis, interviewing.
The article uses methods of economic,
financial, statistical analysis.
In order to comply with the interests of
foreign economic activity of the Republic of Kazakhstan, the mechanisms of
state regulation of foreign trade are reoriented from administrative to
economic ones. State regulation of foreign economic activity is carried out
with the help of economic and administrative forms. The arsenal of
administrative and economic methods for regulating exports and imports is
diverse, which allows one to effectively influence the development of foreign
economic processes.An important role in supporting
national producers is called upon to play a system of financial incentives and
export credit, which should provide cheap financial resources. To this end, the
experience of many countries in the use of incentive export financing systems
and insurance of export credits, which are supported by the state, should be
used. So, for today export credit agencies function in more than 70 countries
of the world, including almost all countries of Eastern Europe (Poland,
Hungary). Moreover, export and insurance financing institutions may have
different organizational and legal forms, for example, the State Department for
Export Credit Guarantees in the United Kingdom, the Export-Import Bank in the
United States, the private Hermes in Germany, the semi-public company COFASE in
France, the special The establishment of SACE at the National Institute of
Insurance in Italy, the export credit insurance corporation in Poland, etc.

Proper use should also be made of the
proper use of industrial policy mechanisms. In the new economic conditions of
globalization it is important to shift more and more from a vertical to a
horizontal industrial policy, characteristic of the industrial policy of the EU
countries. We are talking about the need to create flexible legislative norms,
the infrastructure of their prerequisites, within which enterprises can adapt
to structural changes [10].
Priorities of the foreign trade regulation
policy should be those problems that should be solved in the context of
adaptation of Kazakhstan's legislation to the norms of the global system regulated
