FEATURES OF THE ORGANIZATION OF ACTIVITY OF PRECINCT POLICE.

A complete and effective solution and implementation of the tasks entrusted to the shoulders of the district commissioner of police, depends on competent and efficient organization of its work. local service is a complex and multifaceted activities, so to ensure legal protection for employees, their activities are strictly regulated by law. It should be noted that the precinct, it is one of the specialties of Ministry of Internal Affairs employees, in connection with this service it is associated with the Federal Law dated 07.02.2011 № 3-FZ "On Police", as well as the organization of the district is regulated by departmental order of the Ministry of Internal Affairs of the Russian Federation dated 31 December, 2012 № 1166 "Issues of organization of precinct police."

Normative legal regulation is carried out in order to improve the service the police precinct for the prevention of crimes and other offenses, to increase their role in the protection of life, health, rights and freedoms of citizens, the protection of public order and public security.

In the performance of its duties, the employee is provided:

1. by road;

2. The means of communication and other material and technical resources;

3. The official documents and business cards;

In addition, the district police items are supplied:

1. furnishings;

2. office equipment;

3. The information stands;

4. The normative legal acts;

5. household articles (according to sanitary norms)

During the execution of their duties at the administrative section of the divisional commissioner is obliged to protect individuals, society and the state from illegal encroachments; to prevent and suppress crimes and administrative offenses; identify and solve crimes; exercise of administrative offenses on business. This is not an exhaustive list of the duties of the district, the competence of its activity includes other objectives: the protection of public order; tracing offenders and criminals, as well as persons who have escaped from prison; tracing missing persons, including minors, and persons voluntarily left families or specialized institutions; monitoring compliance with the law in the area of arms trafficking in the Russian Federation; and even road safety.

Prevention activities precinct police characterizes its legal status. In carrying out their duties precinct police carries out preventive measures both general and individual orientation. I would like to mention the main form of his life:

- Conducting bypass on fixed administrative area;

- Implementation of the citizens' reception and consideration of their appeals;

- Carrying out individual preventive work with citizens, consisting on the preventive supervision;

- Carrying out of reports to the public on its work.

Precinct police need to know the territory and particularly its administrative area assigned to him, resident population (including the nature of employment, ethnicity, culture and tradition), the criminal situation within the site, places where people with unlawful conduct and others.

If there is in the area of educational institution authorized police precinct is required (para. 83.4 of the Manual) to carry out educational and preventive conversations with students who have committed administrative offenses.

In addition to all the above, I would like to note that the district office of the police commissioner is directly related to combating extremism and terrorism, which often manifest themselves during the last years. The role of the service in this area is difficult to overestimate, because that district are competent in identifying and eliminating the causes and conditions of offenses of a terrorist and extremist nature entrusted to administrative areas, as well as to identify those who are likely to commit similar offenses in the area.

However, it must be noted that the activities of the district commissioner of police in this area is not defined properly normative, existing departmental legal acts determining the competence of personnel haphazardly. In addition, in the direction of the fight against extremism is necessary to establish clear algorithms interaction precinct police with other law enforcement agencies, primarily the Russian Emergencies Ministry, upon the occurrence of extraordinary circumstances on the rapid response and mitigation.
