TO ENSURE THE RIGHT TO LIFE IN THE ACTIVITIES OF THE POLICE OFFICER

For many years service commissioners in Russia occupies a special position, as it is the only service for which a regulatory fixed-site service. District Commissioner of police is a law enforcement officer who is involved not only in life, but is obliged to take an individual approach to each person living in the area, which it serves. That is, the district Commissioner of police must know absolutely everything about your administrative site, about living there, as well as those violations and crimes that occur on its site.

The list of duties assigned to police commissioners very extensive. Here are some of them: protecting life and health against crime; social rehabilitation of persons in need of care; youth and adolescents; diverse activities aimed at creating an enabling environment for the realization of the legitimate rights, freedoms and interests of citizens.

Precinct at all stages of the development of this service serve as the main liaison of the police with the public. A local police officer (senior police Commissioner) of police is a police officer, carries out operational activities at the post secondary or senior officers.

Also precinct police are investigating the criminal process, but in practice, the preliminary investigation of crimes are dealt with by relevant units, and precinct of the police involved in the criminal process only at the stage of initiation of criminal proceedings.

In the order № 1166 "Questions of organization of activity of precinct police" clearly defined the main directions of activities of police commissioners in the health service administrative area. They are obliged to protect the individual, society and the state from illegal encroachments; to prevent and suppress crimes and administrative offences; to reveal and to solve crimes. The district needs to stop and stop administrative violations, to ensure public order and security. Detection of crime contribute to the peace of the citizens. Citizens can always call anytime, ask for help. One of the forms of service activities of the police officer is carrying out preventive conversations with the population assigned to it by the administrative site for the prevention of crimes and offences.

It is worth remembering that the foundations of the constitutional system of the Russian Federation is the recognition of man and his rights and freedoms as the Supreme value. In accordance with the Constitution duty of the state is the recognition, observance and protection of the rights and freedoms of man and citizen.[1] with the purpose of protecting the right to life by police officers, including precinct shall be entitled to enter the residential premises owned by citizens, to save the lives of citizens and (or) their property, safety of citizens or public safety at mass riots and emergency situations; for the detention of persons suspected of committing a crime; to prevent crime; to establish the circumstances of the accident.

Right to life of every citizen of the country is provided by the police by storing the health of each and minimize harm in the application of physical force, special means or firearms. Of course, that in the performance of their official duties, law enforcement officers have to face opposition and sometimes open resistance. If you encounter this kind of situations the law gives the right of power impact on the offender, including the use of physical force. In the case of a person resisting a police officer, armed with items that can be used to inflict defeats, then in such circumstances the police officer including the district Commissioner has the right to use firearms in accordance with the norms of article 23 of the Federal law "On police". [3] However, this "solution" can have undesirable consequences, because the main value in our country is the man, his life and law.

The right to life enshrined in article 20 of the Constitution. If the result of the actions of police officers killing people, this primarily suggests that the police did not cope with their tasks. In such situations, this problem with great efficiency to solve special products.

The most important direction in the activities of the police is, first of all, the protection of public order, property, ensuring public safety, prevention of crimes and offences. This problem can be solved by carrying out preventive work in the field of law enforcement. Implementation of this direction of prevention of crimes and offences falls on the shoulders of police officers. [7]

Summarizing all the above it should be noted that the Precinct is located on the main, the forefront of protecting public order and combating crime, and are one of the many services of the internal Affairs bodies, in connection with what belongs to them is perhaps the most important role in solving problems assigned to the police because they carry out activities, aimed not only at protection of a public order and public security, but also to protect the rights of citizens, among which a significant place is the right to life.
