ANTI-TERROR POLICY TO PROTECT THE
RIGHTS AND FREEDOMS OF MAN AND CITIZEN
The international situation is marked by an
unprecedented growth of threats and challenges which pose a real danger of
universally recognized rights and freedoms of man, the existence of some
States, the stability of international relations. But in a modern setting, in
the presence of inadequate response from several States in the General world
struggle with these problems very difficult to implement global policies.
Currently in the world there are many global problems, and they are global in
nature, threaten all of humanity and require collective efforts to combat them.
Among the threats and challenges, of course, include terrorism, transnational
organized crime, illicit trafficking of drugs and psychotropic substances,
cybercrime, and illegal migration.
Terrorism and its consequences are one of the main
most dangerous problems facing humanity. Having its development in the 60-ies
of XX century, terrorism has taken a leading topic at many international
conferences and forums, the question about the enormous number of victims.
The solution to all without exception global problems
of human development deals ever since the creation of the UN. At the moment
there are so many other organizations, some of the SCO and BRICs, the
international Red Cross, working in international policy development for the
confrontation of terrorism, extremism, Protestantism, illicit trafficking of
drugs, weapons, ammunition and explosives, etc. However, the inclusion in these
organizations of criminal structures at the national level puts their policies
in General and their effectiveness questioned. In 2015 in Moscow was held the
meeting of the club "Valdai", President Vladimir Putin expressed his
point of view about this issue: "We are dealing, in fact, the enemy of civilization,
humanity and world culture, which bears the ideology of hatred of barbarism
that violates the moral values of world religions, including Islam,
compromising him." In my opinion, terrorism, violating the foundations of
the world and bearing the global nature, should unite the world against him.
This policy is maintained by the SCO and BRICs. At the recent summit of the SCO
and BRICs in our Republic in Ufa also raised the issue of counter-terrorism. It
was made conclusion about necessity of creation of a unified conceptual
apparatus for this kind of crime, which would allow us to act more coherently
and effectively prevent and suppress the terrorist threat. But the Shanghai
Convention does not affect the elimination of the circumstances that give rise
to terrorism. Many researchers of terrorism are inclined to believe that this
global problem needs to be addressed, not only superficially, that is only in
matters of prevention, detection and suppression of terrorism, extremism and
separatism, but also by considering its sources and causes. Today's
anti-terrorist rules are only defensive in nature and can’t confront emerging
terrorist and other threats.
The Shanghai cooperation organization since its
formation has paid close attention to military exercises, understanding that in
today's world involves not only mutual awareness among security services but
the joint force. The result in this direction was conducted anti-terrorist
military exercises of the SCO. The purpose of these exercises was to expand the
cooperation and collaboration of countries and their armies in the fields of defense
and security, the development of joint coordinated action to combat
international extremism, separatism and terrorism as well as resolution of
crisis situations, improve the ability to withstand to new challenges and
threats.
At the summit in Ufa, the representative of Korea
expressed his view that modern realities require enhanced regional cooperation
in the security sphere. However, the SCO is not a military bloc, and its main
challenge remains the collection and analysis of information and the
development of tactics to counter terrorism. According to many experts, the SCO
should establish coordinated military instrument to fight against terrorism and
to possess the necessary means of a material nature, which would allow for a
real fight against large-scale terrorist attacks. According to one Kyrgyz
political scientists, for the development of military-political structure, the
SCO should establish permanent bodies and to extend political and military
cooperation within the Organization on the States of neighboring regions with
their involvement in multi-stakeholder dialogue.
According to many scientists, his words are timely,
and they should listen as the SCO and the world in General. The issue of terror
is global, and you need to solve all together. But the creation of
anti-terrorist policy in the world is quite complex and long process to start
which, in my opinion, domestic counter-terrorism policies. This policy should
be prepared individually for each state, and directly through international
cooperation. As a result, there are many controversial issues in the scientific
field about the differences in the laws of leading countries in anti-terrorist
policy.
Russian law-specific problem is related to this crime,
due to the influence of historical factors in the development. Over the past 10
years, the world has undergone more than 6 thousand terrorist attacks, which
killed more than 25 thousand people and it is without wounded. A colossal
figure over the years only increases and legislative changes do not affect the
deeper essence of the problem. One of the often-called causes of terrorism is
the hidden nature of his appearance in a public environment. In this
information society, the criminal extremist groups are not too difficult to
play the role of instigator in the "social world". Any, even the most
holistic society may be exposed to Protestant ideas above, the most susceptible
to these provocations is a layer of young people. Terrorism has diverse impact
on the global system, it can be considered as a direct impact on politics,
Economics, ideology, history and even science. First and foremost the issue of
terrorism is increasingly coming from the youth environment: a fan – a fan is
an extremist. But terrorist acts do not end the illegal, immoral or anti-social
orientation, annually in terrorist acts killing hundreds and thousands of
people around the world, the victims can be called and those who came under the
influence of the ideology of terror. Violating the constitutional order and
desbalanceada politics and ideology of the state, terrorism violates the
constitutional rights and legitimate interests of citizens. The concept of
counterterrorism in the Russian Federation is designed to ensure the formation
of a single government counter-terrorist policy aimed primarily at protecting
the rights and freedoms of man and citizen, ensuring national security of
Russia. Thus the key in GSPT is the interaction and at the same time authorizing
the municipal authorities and governmental agencies to a joint solution to this
problem. The organs of local self-government rests first and foremost function
of propaganda in the circles of young people and society in General, the
rejection of Protestant ideas and the fascist started. For the formation of
young people's persistent hostility to the ideology of terror at the level of
constituent entities of the Russian Federation developed and adopted in
implementation of the methodological recommendations for neutralization in
educational institutions threats, the formation of the ideas and sentiments of
extremism or ethnic or religious hatred in the school or student environments.
Overall, I would like to note that Russian law
requires adjustments in anti-terrorist policy. You first need to reduce the
level of radicalization of the youth and prevent involvement in terrorist
activities. It is also important to provide regular filling online resource
materials on counteraction of ideology of terrorism, it is necessary to carry
out timely reform of counter-terrorism policy and coordination of law
enforcement agencies to effectively combat extremist ideology in the society.
It is necessary to legislate an organized control over the activity of
officials of bodies of state power and local self-government, educational and
correctional organizations on issues of counteracting terrorism.
