PROSPECTS OF RUSSIAN PETROLEUM

Oil and its
processing is a basic sector of the economy. Now the current tax system, which
significantly reduces the economic efficiency of oil refining in Russia, to
export oil. From 2015, the authorities intend to equalize the export duties on
oil products and dark.
Problems in the
petroleum industry, sooner or later manifest: the demand for motor fuel in
Russia will grow, and oil from it will be left behind. And the volume of oil
and volume of its processing and the quality of petroleum products.
A particular
problem arises regularly in the market averages distillers. Russian refineries
can’t simultaneously produce maximum amounts of frost diesel fuel and jet fuel.
As a result, both markets are hostage to the cold weather. The main outcome in
2011 was the government's attention to the industry: oil delivered into the
rigid framework adjusted fiscal system and agreements to modernize the
facilities.
First time in many
years, the government makes comprehensive measures to invest in oil refining
capacity. Quadripartite agreement only set the right direction: the refinery
upgrade is necessary, otherwise there will be penalties in antitrust cases.
Organizational form
of conversion in the refinery sector should be innovative policy based on
attractiveness, because market conditions impose certain requirements for payback.
In addition to the above, you need to create a system of guarantees for
investors, the system of innovative financing, the development of new forms of
interaction between producer and consumer (leasing, licensing agreements,
etc.).
Refining will live,
and we just have to hope that the government's measures will achieve the
desired effect in a few years the refinery modernization will bring expected
results from it.
