Empire at the beginning of the XIX century
(Historical and legal aspects)

In addition, in the Manifesto of September
8, 1802 "On the
establishment of ministries," providing guidance
for the College of Foreign Affairs, in accordance
with which it joined
the Ceremonial Department of the imperial court.
This change affected the College
of Foreign Affairs in 1802 and
was limited.

not affected by the Ministry of Foreign Affairs.
Manifesto of July 25, 1810 confirmed
the competence of the Ministry of
Foreign Affairs in the field of external
relations.
"The general establishment of the ministries" reiterated the position of the Manifesto of 25 June
1811 on external relations
as the main subject of the Ministry of Foreign Affairs.
Thus, the holding of the ministerial reform in the years 1802-1811
was accompanied by the Ministry of
Foreign Affairs of the gradual
narrowing of the actual competence of Ministry of Foreign Affairs and the Office of the expansion of the competence of the Minister of Foreign Affairs and the Expedition of Consular Affairs. College of Foreign Affairs is increasingly becoming a basis of the Ministry of
Foreign Affairs in one of its
subdivisions.
