EFFICIENT STAFF AS THE BASIS OF MODERN ENTERPRISE

Whichever way of economic development would be chosen by Ukraine: either the European integration and WTO accession, or relying on the concept of national economic revival own way, it can not avoid the preparation of national enterprises to exist in a competitive international markets of goods, services, capital and labour. The success of this process depends on many factors, but the most important one is harmonization of national regulations, requirements and rules, European and international, in particular when it is necessary  to confirm the competence of personnel. The modern system of management is  the art of making extraordinary decisions, intuition and foresight. That is why the leading management experts state  that the current success of any enterprise depends 95% on how these criteria correspond to its employees. [1]

Sooner or later each company comes to the conclusion that the staff is its main resource [1]. In today's competitive environment it is not easy to differ radically from competitors: almost all resources are equally available at the market, so in the last decade, the trend to invest in the development of  company’s staff began to develop actively. It is the people who work in the enterprise and create its success in the market, the quality of manufactured goods or services, the level of its recognizability among enterprises and popularity among customers [2].

The company’s staff plays a main role in ensuring the effectiveness of its activities. The use of current trends in human resource management updates, improves and develops the quality potential of employees, increases service levels and the amount of  production, expand the scope and market position of the enterprise. Effective human resource management and intelligent use of human capacity at the plant is carried out by raising the professional competence of management, which ensures the competence of staff  to current and future challenges of the organization and will contribute to the effective performance of the whole enterprise.

However, each company has its own specific requirements for the resource staff and only in response to these requirements, employees can ensure its success. These requirements depend on many factors, among which are distinguished the following: position at the market, its development strategy, corporate spirit and corporate culture, and so on. It should be emphasized that the efficient operation of the enterprise is ensured not only by a selection of personnel according to the requirements of the enterprise, but further systematic work with the staff. Even a prospective employee, getting in adverse social and psychological climate team, quickly loses its capacity [4].

Large multinational companies have long realized the importance of these arguments, and each of them has a department that works with personnel [1]. In such leading companies today there are individually designed and prescribed algorithms related to work with the staff. Managers of HR only monitor their performance, and this is possible only by thoughtful approach to the organization of human resources management in general. One of the fundamental factors is understanding workers not only as employees, but as individuals. After all, every employee tends to realize itself in this life, because success  is realized goals. Since people have different goals, the main task of manager is to organize work so that personal goals coincide with the company goals. As a result of the business and employee objectives coincidence synergistic effect occurs, which quickly leads to success of the employee and the whole enterprise. The professional manager should try to make the subordinates consider  the required goals their own purposes, so they will actively take part in their implementation.

Depending on the specific task (setting new goals, gathering ideas and suggestions, implementing ideas into production, search for partners and customers, advertising, etc.) it is required to select the staff according to the specific mental and physical qualities of individuals. Currently, many Western companies and organizations carry out professional selection, taking into account basic psychological features discovered by C.G. Jung [3]. Other scholars hold to the employees distribution theory by classification 2AIA, sponsored by the Shiyan A.A. [4]. According to many scientists, it allowed to create effective managers and teams to solve specific professional tasks.

So, in modern conditions most it is the staff which is the major factor that plays the main role in ensuring the company effectiveness. This idea is supported by the eminent scientist E. Carnegie’s quote, who said: "Leave my factories to me, but take away my people, and soon the floor my plants will be overgrown with grass. Take away my factories, but leave my people for me, and soon we will have new plants, even better than the previous ones"[5].
