Organized crime
Organized crime - the hardest and most dangerous form of
crime, which encroaches on the economic, political, legal and moral spheres of
any society. It consists of a large number of different types of crimes ,
combined certain set of characteristics that are unique to this form. This
combination of features allows you to define the concept of organized crime, to
isolate it from the many other types of crime and give her a traditional
criminological characteristics .
The problem of organized crime , as noted at the VIII
Congress of the United Nations Crime Prevention , is the second in importance
after the transnational problem of ecology [1]
Organized criminal activity , except the offenses include
behavior, attitudes , acts which , although not fall under the criminal law ,
as a result tend to have very significant socially dangerous consequences . The
fact that many factors ( behavior, attitudes , influence, tradition, unwritten
"laws" of the underworld ) constitute a kind of background on which
to base and improving the criminal organizations . Here comes your world , its
surroundings. Communication is the "environment" with no specific
crimes compositions of these crimes are not included. "Wednesday"
affects the behavior of performers criminal acts on the investigation and
trial, to serve their punishment , provides self-reproduction of organized
crime.
Increasing the scale of organized crime pose a real
threat to the security of the state and society , as it strengthens its
position through the monopolization of many kinds of illegal activities , using
the absence of reliable mechanisms to protect emerging market relations ,
actively implemented in the new economic structure , strives to maintain a
dominant position in the distribution sector. Criminal organizations control
the lucrative species such illegal activities as drug trafficking ,
prostitution, gambling , illegal arms trafficking , extortion and other crimes
Primitive give way to large-scale criminal actions, deep penetration through
corrupt due to the economy and the financial system of the state.
The above mentioned suggests that topical issue for law
enforcement and government in general - is the fight against organized crime.
Special role is occupied operatively-search activity , because without it we
can not fight against organized crime.
When operational-investigative impact the task in any
form (online search, operational verification and operational prevention ) , in
any situation, operational and investigative look for signs of organized
criminal activity , to determine its scope , participants explore their
relationship . Knowledge of the origins , structures , provisions and
mechanisms of organized crime significantly expands horizons tactical law
enforcement officials, there is a real possibility of fighting to defeat if not
the entire system, then, in any case , active foci of organized crime
Operational-investigative impact on offenders can be
successful , provided a sufficiently deep knowledge of the "enemy ."
Theoretical level involves understanding what is known about organized crime (
nutrient medium , the system of relations between the links and the "
units " of criminal organizations , the structure of criminal
organizations , members, leaders , etc.).
Thus , it is necessary to develop a clear system of
operational , organizational and tactical measures to combat organized crime.
Equally important is the ability to conduct joint efforts
to combat organized crime specialized units of law enforcement agencies ,
besides a need to strengthen the legal framework for the fight against
organized crime , conduct warning and prevention of organized crime.
