The road accident analysis in Kazakhstan and the ways of increase of traffic safety.

The Road and transport traumatism is one of the major problems of public health services and a principal cause of death rate and traumatism all over the world. Annually over 1,2 million person perish and 50 million are traumatized or become invalids, therefore road accidents are the principal cause of death of children and young men in road and transport incidents.

The Committee on the legal statistics and special registrations of the State Office of Public Prosecutor of Republic Kazakhstan became the authorized body on conducting the uniform statistical account of the road and transport incidents which have entailed death or wound of people, since 2011 in Kazakhstan. As it has appeared, true scales of accident rate susceptibility are much more serious, than were represented earlier when the given registration was carried out only by traffic police bodies. [1]

Under the statistical data on Republic Kazakhstan roads is marked the growth of quantity of the registered road and transport incidents inrecentyears. We will analyze statistics of the registration of the given road accidents on Republic Kazakhstan for 2011-2013years.

In 2011 12 019 road accidents have been registered in which 2 707 persons were lost and 14 000 have got wounds on roads of Kazakhstan. In comparison with 2010 the quantity of road accident has grown to 0, 1 % (11 incidents), and here a death- toll in there citizens, on the contrary, was reduced - to 3,2 % (90 persons), - the number of wounded men has accordingly increased by 0,9 % (122 persons). In 2012 have been registered 14 168 road accidents in which 3 022 persons were lost and 17 488 have got wounds. Thus, in the expired period the increase in number of the registered road and transport incidents to 15,1 % or 2 149 facts is observed. In 2013 are registered23 359 road accidents in Republic, as a result were lost more than 3000 persons, 29 000 - have got various wounds by road accident. Thus, in the expired period the increase in number of the registered road and transport incidents to 9 191 facts, or 64,9 percent is observed.

Thus a considerable quantity of the persons who were lost in road accident, is registered in South Kazakhstan - 529, Almaty - 529, Zhambyl regions - 312, Karaganda - 250, East Kazakhstan - 177, Akmola regions - 155 and in Almaty - 166. In drawing 1 the statistical given road accidents in RК for 2011-2013years are as evidenced by the foregoing. [3]

According to data of the database registration of road and transport incidents and persons, in there victims for 4 months 2014 in republic are registered 5311 road accidents, against 4854 road accidents, in the similar period of 2013 are registered. Thus, in the expired period the increase in number of the registered road and transport incidents to 457 facts or 9,4 % is observed. [1]

If to consider from the point of each region, the greatest quantity of road and transport incidents is done in the city territory of Almaty - 1763 (1262 for the similar period of 2013), South Kazakhstan - 832 (754), Almaty - 465 (423), East Kazakhstan - 331 (346), Zhambyl regions - 322 (401) . In drawing 2 the above-stated statistical data for 4 months 2014 in comparison with similar 2013 is described.

The most part of all kinds of the road accidents registered for 4 months 2014 have resulted from driving to pedestrians - 2594 (2323 for the similar period of 2013), because of collision of vehicles-1840 (1710), owing to driving on an obstacle - 272 (225), owing to overturning - 285 (334), owing to falling of the passenger - 150 (100), driving to standing vehicles - 78 (59), driving to animals - 6 (13), driving to bicyclists - 38 (33), and other kinds of incidents - 48 road accidents (60).

Non-observance of traffic regulations, namely, excess of speed - 1423, at passing of pedestrian crossings - 636, exit road to wrong side - 407, transition by pedestrians of road surface in an unstated place - 305, owing to control of vehicles in the condition of alcoholic and narcotic intoxication - 176, on other infringements - 1615 became the reasons of perfect road accidents.

If to estimate level of the occurred road accidents in the place of their fulfillment their greatest quantity is done in populated locality- 4 413 (3829) in which 205 (277) persons were lost. On country roads are registered 889 road accidents in which 301 person were lost. As a whole the situation in republic in comparison with the similar period of last year looks as follows (Drawing 3): as a result of perfect road accidents of 522 persons were lost (676) and wounded - 6 664 persons (6 173). Thus, a considerable quantity of persons of victims in road accident in Almaty - 113 (113), South Kazakhstan - 79 (109), Zhambyl region - 52 (76), East Kazakhstan - 46 (41) regions and in Almaty - 30 (45) is registered.

By means of measures on reducing thespeed of vehicles for the purpose of keeping of participants from the infringements attracting fulfillment of road accident to prevent traumas and to reduce their severity include an establishment of speed restrictions according to road function,surveillance of observance of the upholding of restrictions of speed by means of technical aids. [4]

For prevention and reduction of quantity of road accident in RК are accepted a number of government programs:

1) the Government program of development and integration of an infrastructure of transport system of Republic Kazakhstan till 2020;

2) the Strategic plan of the Ministry of transport and communications of Republic Kazakhstan for 2014 - 2018;

3) the Branch program of safety of traffic in Republic Kazakhstan for 2012-2014.

Problems of the above-stated government programs are: perfection of standard legal safety of traffic; development of preventive maintenance of road accident and propagation of safety of traffic; perfection of the organization of traffic; increase of efficiency of the state control and supervision of traffic safety; development of system of rendering assistance by the victim in road accident and liquidation of their consequences.
