PROFESSIONAL ORIENTATIONS DEFINING THE CONTENT OF INFORMATIONAL COMPETENCE OF FUTURE SPECIALISTS

In a state program of development of education in the Republic of  Kazakhstan for 2011- 2020 years is underlined the following statesman: “Any higher education is enquired by the professional preparation of competentive specialists for all branches of economics of Republic and it plays the significant role for unity of science and industry ” [1].

In accordance with it in aims of prove  of  the theoretically- methodological  base of  this considering problem in this research work was done the analysis of scientific works, it includes the actual necessity of characteristics of some notions “competence”, “informational – technological competence” at students of higher educational establishments.

Notion “competency” is appeared from notion “competency”. In the branch terminological dictionary of Kazakh terms is given the following definition:

“Competency means the ability in doing any task or the creation of one subject”.

In the National encyclopedic of Kazakhstan “competency” means the general totality of duties or functions of representatives of one concrete department or one person. From Latin “competency” means the knowing his affair, knowing, experienced”. These two concepts can consider individually. For example, “competense” means all requirements for preparation of students and “competense” shows the personal quantities of students and generally collected experience by relation for activity in one branch.

In Kazakh language some questions which are directed on definition of essence of notion “competence” are considered on scientifically- methodical publishments, in all official documents or in socially- philosophical, psychologically- pedagogical literature. It’s closely connected with the systematically- practical activity of general education. In methodic of traditional teaching this notion isn’t new. For example, specialists of methodic of teaching use the notion “communicative competency” for a long while in informatics.

Independence of the Republic of Kazakhstan or social changes require the realization of state policy in a sphere of education and nowelty of content of education and teaching in accordance with state standard of comprehensive education. Head of our state N.A.Nazarbaev always tells about some competentive specialists which is necessary for society. In aims of economical, social or political improvement \development\ it’s necessary to improve our  education. It requires the doing of example of professional preparation of future specialists with competentive side, it leads to improvement  of content of methodical preparation of  a teacher [3].

In Message of President of the Republic of Kazakhstan “Strategy of integration of Kazakhstan into 50 countries of world ” is given  the following definition:

“Ability of the national concurence  is defined firstly by a level of education. In accordance with it any professional preparation of specialists is one of actual problems of our society”.

A process of rise of scientific knowledge and their use on a level of practice could improve some requirements for all specialists. This process requires the îáíîâëåíèÿ of some teaching programs and methods of teaching, it includes the enter of innovations into teaching process. Therefore in this work are considered some pedagogical directions of foreign and our scholars contributed into the development of pedagogical science.

During a lot of years N.V.Kuzmina considered the competence  as a quality  of personality. In accordance with this view any professionally-pedagogical competence must be consisted of 3 types:

1.                     Special or professional competence by teaching discipline:

2.                     Methodical competence of methods of  formation of skills at students:

3.                     Socially- psychological competence in a process of relations:

4.                     Differentiation psychological competence in stimulation of abilities at students:

5.                     Auto psychological competence of advantages and disadvantages in activity of students [4].

Considering the content of professionally- pedagogical preparation. N.V.Ippolitova researches  all moral-psychological, methodological, theoretical, methodical and technological types of preparation as structural components. So any methodical activity is presented as the scientific activity, directions on use of new methods and means of scientific research.

T.A.Zagrivnaya and the others researchers consider the methodical work as the significant part of professional competence at students as the main factor of appearance of methodical competence [5].

In our days we are able to underline the following directions:

-organizational- management:

-experimental- practical:

-methodical:

-organizational- pedagogical:

- marketing, etc.

“Early any methodical work  is based on notion “methodic of teaching”, in last times are used some notions “pedagogical technique, pedagogical technology, methodical system”.

In our days the structure \compound\ of professionally- pedagogical competence was an object of research. Problem of formation of the methodical competence was researched by V.A.Adolf, T.A.Zagrivnaya, A.L.Zubkov, T.N.Gushina, I.V.Kovaleva, T.V.Rudenko, N.V.Malseva, T.N.Boiko, V.V.Dymina, M.I.Ragulina, T.N.Boyko, V.V.Dymina, L.V.Smolina and the others [6].

T.N.Gushina defines the methodical competence as totality of professionally significant quantities and all methodical knowledge, skills and habits of students on a base of professional experience.

For all branches of society of professional specialists are prepared by secondary professional establishments and senior lecturers of higher educational establishments. Therefore we can underline the next question “What to teach?” our youth in conditions of educational changes. For example, in 70-80th years in history of pedagogy were  well-knowing some directions. i.e. formal, materalistic, pragmatic, encyclopedic characteristics of education. I.e. in accordance with socially- economical changes of every stage of social development is improved the competence of students. It can be observed in scientific researches at scholars-pedagogues, are realized knowledge, skills and habits in formation of professional competence, is realized professionalism, are considered social, psychological, methodical and informative competence.
