The role of the National Library of Kazakhstan in the
preservation of cultural heritage book
This article discusses
the problems of preservation of the written heritage in the light of the state
program "Cultural Heritage" and " Mangilik El ".
The dynamic development
of Kazakhstan society, the policy of accelerated economic and social
modernization, striving for world integration processes require equally urgent
changes in librarianship.
In recent decades, we
have witnessed how much change ideas about the challenges and opportunities of
libraries, their place in the cultural, scientific, educational and information
infrastructure, their role in the political life and the development of
democracy, local government, the formation of a global information space. New
technologies have opened enormous opportunities to libraries, put them in front
of the need to address fundamentally new challenges. Determined the mission of
libraries, which now, along with the traditional cultural, educational and
depositary functions serves as the information center.
Formed over the decades
the system of libraries of Kazakhstan's independence has achieved positive
results. Today, the Ministry of Culture and Sports of the library system, the
number of which has more than 4136, including 3142, rural libraries are
actively involved in public life, seeking to reach a new level of development.
They are adopting new technology to work iprogrammy: automated library
processes, formed digital collections of libraries, databases own generation
data used network resources, there is digitizing books. As a social
institution, Kazakhstan Libraries play an important role in the ongoing reforms
in the country in various fields, are involved in the implementation of
government programs aimed at addressing the largest and most important
economic, social and other problems of the republic. Cultural policy - this is
the main ideological platform every successful government, forming the main
value systems of society and the creative source of the individual. Realizing
the need for modernization of the cultural policy, the President in his Address
to the Nation "Develop and adopt a long-term concept of cultural policy,
aimed at creating a competitive cultural mentality of Kazakhstan and the
development of modern cultural clusters."
Today, culture is one of
the most important priorities of development of any country. An effectively
functioning infrastructure of cultural institutions, as well as mechanisms to
ensure the preservation and enrichment of the national and world cultural
heritage, creation, broadcast and consumption of quality cultural values, a
criterion of success of the state. In its Country Development Strategy until
2050. The Turkmen leader put forward the idea of a fundamental
consolidation of our " Mangilik El" multinational state, it has
become a basic component of cultural policy concept of the project. The new
format is seen and the work of national libraries. Today it is a large-scale
information resource of the country, which is necessary to maximize the use and
make widely available in a modern and convenient format. In fact, the library
must be multi-functional, educational and informational venue cultural
activities of our citizens.
Most social importance
in this direction have studies on the use of funds of libraries of Kazakhstan.
In 2011, the National Bank of the Republic of Kazakhstan has developed a work
plan for the program "Information Support of the State Program of Forced
Industrial-Innovative Development (PAID) of the Republic of Kazakhstan for
2010-2014", which was preceded manitoringovye research status of library
and information support both industrial as well as on social and economic

republic funds. In view of the overall strategy of the state program was

An important step in
research activity National Bank of Kazakhstan on preservation of documentary
heritage was its participation in the implementation of the State program
"Cultural heritage". Specialists conducted a research library and
search operation to identify the written sources in the libraries and archives
of the camp and abroad and acquire their copies obtained valuable document uses
materials that have historical and cultural value for Kazakhstan and of great
scientific interest. According to the results of scientific and expedition

book exchange with the national libraries of the world.
Work on the expansion of
radical KazNEL received a boost after the President's program
article "Twenty Steps to a society of universal labor" (July, 2012.).
Before us was tasked to maximize the collection of documents that reflect the
past, present and future of Kazakhstan and their placement in the public
domain. One of the first steps in the implementation of the task was to study
the identification of those institutions reflect the KazNEL. Among these were
scientific and research institutions, educational institutions, public
organizations, archives and museums. Systematic work on the identification of
documents in the collections of public and academic libraries, public and
private higher education institutions has yielded positive results. Regional
library intensified its contribution to the development of the content of the
electronic library. As a result of the activities carried out there were dozens
of new partners, which, of course, reflected in the quality and quantity of
filling an electronic resource.
For rational
organization of work and track results developed internal governing document
"Procedure for selection, processing, digitizing and posting documents KazNEL".
As a result of correspondence with vyschestoyaschim authority received an
opportunity to place a copy of the e-books in the framework of the state
program "The publication socially important kinds of literature."
With a view to
collecting and forming electronic fund documents revealing documents under the
state program "The people in the flow of history" is in
correspondence with libraries and archives years. Kazan, Astrakhan, Omsk, Ufa,
Orenburg. And here, too, can be called a number of successful examples: the
National Archives of Tatarstan suggested that digital copies of rare books on
the history and culture of the Kazakh people. It received permission to Omsk
State Regional Scientific Library named after A.S Pushkin accommodation KazNEL
digital copies of 84 documents on cultural and spiritual and economic relations
of the Omsk region of the Russian Federation and Kazakhstan.
Today the problem is

library of the RK, has a rich fund of document element, which is a scientific,
historical and cultural value for the users of the portal. Thanks to their tab

One of the important
government programs in the country is "Mangilik El" (adopted in 2014)
It is a unique and was a response to the challenges of time and makes a
breakthrough in the study, preservation and use of the people of Kazakhstan
historical heritage. One of the main directions in the program were challenged
to create a deployed artistic and scientific publications. In order to explore
the modern reader with a wide range of the best works of outstanding thinkers,
writers and personalities of world culture and the creation of the state
language of the full fund of humanitarian education based on the best
achievements of the world thought it was necessary to develop and produce the
fundamental literary and scientific publications.
The result of the
edition was 600 titles of books on history, archeology, ethnography and culture
of Kazakhstan sold over two million copies. Among them are such series as
"Babalar Sozi" (100 volumes), "History of Kazakhstan in Western
sources" (10 volumes), "The philosophical heritage of the Kazakh
people from ancient times to the present day" (20 volumes), "world
philosophy heritage "(20 volumes)," World culturological thought
"(10 volumes),« Economic classic "(10 volumes)," History of
Kazakhstan architecture "(10 volumes)," Kazakh literature Library
"(20 volumes) "Library of world literature" (100 volumes). All
books published in the framework of "Cultural Heritage", posted on
the portal KazNEL and available to all users regardless of their place of
residence.
Today dnn volume
resource KazNEL sastavlyaet more than 12,600 electronic copies of
documents. The annual average number of visits to the portal KazNEL
more than 200 million, including more than 74 countries worldwide.
The continuation of
reading and a great moral lesson topics for young people has become an annual
republican action "One Country - One Book". Advocating books classics
of Kazakh literature, libraries have contributed to strengthening the link
between generations. All schools, universities, military units, the library
took up this action. If at the beginning of the action, in 2007, it was carried
out throughout the year about 300 events, but now their number increased to
1200-1500.
During the years of
Independence of Kazakhstan international partnership of libraries strengthened.
One example is the project "Meetings at the boundaries" on the
creation of the Kazakhstan - Russian e-library, with the participation of
libraries border of Kazakhstan and Russian cities. National Library of the Republic
of Kazakhstan in Almaty and the Russian National Library in St. Petersburg
carried out a joint project of "Documentary Heritage of Kazakhstan in
funds NLR." National Library of Russia transferred to the National Library
Republic of Kazakhstan
110 digitized copies of rare editions of the Kazakh folk genre "Kissa"
(legends) dated 1910-15 of the last century, issued by the Russian National
Library 262 copies of the fundamental books izdaannyh program "Cultural
Heritage", presented the priorities of the development of business in the
country library determined new approaches to the
role of libraries and their impact on socio-economic processes. This, of
course, raises the status of these institutions. Today, when there are
pessimistic talk of libraries the future, that the library will cease to exist
in the traditional form, to which all accustomed, we librarians must is able to
respond to the needs of society, to actively seek out and develop new ways of
working and technologies, while maintaining the best from the traditional.
