SOME PERSPECTIVES OF THE DUAL SYSTEM OF EDUCATION: EXPERIENCE OF TARAZ STATE PEDAGOGICAL  INSTITUTE

In his message for the people of Kazakhstan named as “The Kazakhstan way- 2050: One aim, one life, one future” President N. Nazarbaev  underlines the following thought: “ All high –developed countries have got some unique educational systems. We have got the largest work by improvement of quantity of all stages of the national education. Therefore its important to give to them some modern programs and methodic of teaching, some high- qualified staff. In the secondary education its necessary to bring the comprehensive schools to a level of teaching in Nazarbaev- Intellectual schools. School-leavers have to know Kazakh, Russian and English languages. As a result of  student teaching it must be the mastering by them some habits of the critical thinking,  the self-directed search and the deep analysis of information [1].               

The innovative market of  labour  that has been appeared in Kazakhstan includes the analysis of some traditional approaches in a system of the professional education. Therefore some of the educational establishments aren’t able to concentrate on the new aims of preparation of specialists. Well- acting state educational standards include the  connection of the theoretical and practical teaching, but actualization of the professional competences requires the being of some practically- oriented forms.

Process of modernization of a system of education in Kazakhstan can perform as the reaction on problems of the modern market. Some realizing measures as the usage of the foreign experience of organization of the teaching process, realization of some innovative technologies, computerization of teaching processes must rise the qualified level of our school leavers.    

In a way realization some principles of the dual technology can help in solving this problem. 

Firstly we must the meaning of this term.”Duality” means “double unity”. Practice of the European system of education shows that the dual teaching is the effective product of cooperation of some educational establishments and employers directed on the successful professional and social adaptation of our future specialist. On early stages of teaching process the student can participate in the industrial process as the worker of  factory who has got the sources in accordance with his functional duties. Also he has got the responsibility, he masters some professional habits, in some cases he earns the money.         

Its important that some students combining the teaching with the industrial activity can work in this factory.

The history of development of the dual form of education in the professional preparation were considered by: R.F. Hensen, U.Hippach-Schneider, Í.Blankertz, G.Bunk, Í.Abel, Í.Blankerz, W.Greinert, G.Gruener, Ê.Koenig, Ê.Kuemmel., A.Lipsmeier, P.Muench, H.Schneider, K.Stratmann, S.Thyssen.

The dual system of education is considered in countries of form Soviet Union, it was inserted into the professionally- technical education ( L.I.Korneeva [2], G.B.Kornetov [3], E.V.Koryagina [4], M.S.savina [5], E.E.Fedotova [6], O.D.Fedotova [7], etc.

As a leader of this problem we can consider Germany. System of the dual teaching in Germany was checked by life and it is an example  for the whole European Union.  

System of the professional education of  Germany ( this country is one of the leaders by a level of qualification of staff).

The dual teaching of Germany is concentrated on the industrial and technological sectors and it can be not used in humanitarian.

In 2014- 2015 years in Kazakhstan a lot of the professionally- technical educational establishments transferred into the dual system of teaching.  

We see the first steps by the usage of the dual teaching in a system of the higher pedagogical education. At this moment there aren’t any higher educational establishment which prepare of specialists for Nazarbaev intellectual schools. Therefore some talented teachers of the comprehensive schools work in NIS, it has got some problems in secondary comprehensive  schools.         

As a result we see the usage of the dual teaching in a process of  preparation of high-qualified pedagogical staff in our higher educational establishments:

·        Its necessary to prepare some specialists who could know some languages in the higher educational establishments.

·        Some future teachers must conduct the professional preparation on the base of NIS although they have got some theoretical knowledge and they have to test after practice.

The innovative project  named as “Modernization of the higher pedagogical education: actualization and realization of the dual system of teaching in preparation of the pedagogical staff on the base of the innovative cooperation TarSPI and NIS (Taraz)” is started in Taraz state pedagogical institute. The main aim of this project is creation of theoretically- methodological bases by usage of the dual teaching in a process of preparation of the pedagogical staff in some higher educational establishments  on the base of the innovative cooperation.

In aims of realization of this project are realized:

·        building the integrative line School-NIS- HES.

·        creation the educational program named as “System of the dual teaching in some higher educational establishments”: 3+1/

Future bachelors will receive some theoretical knowledge in courses 1-3, course 4 will be devoted to practice.      

Practice will be conducted in the 1st year on the base of NIS, which include 2 parts: theoretical and practical. Theoretical part ( term 1): courses of teaching named as “Cambridge method of teaching”, interactive methods: brainstorming, reflection, psychologically- pedagogical seminars. These courses will be conducted by teachers of NIS and some foreign scholars. In the practical part ( term 2) our future specialists must use their theoretical knowledge on practice and at the end of lessons they must give the exam.   

Objectives of project:

·        Creation of the educational program named as “System of the dual teaching of the higher educational establishment”.

·        To define some mechanisms of realization, integrative methodology, to create the model of innovative interaction of Taraz state  pedagogical institute and Nazarbaev Intellectual Schools, which is situated in Taraz.

·        To study, research, use, realize and to open some ways of the usage of experience of Nazarbaev Intellectual School in secondary educational schools on the base of higher educational establishment using the dual system of teaching.

·        To insert the dual system of teaching in higher education of the Republic of Kazakhstan and to create the methodic  of its realization.   

Expected results:

1. It has been defined the model, integrative methodology, some mechanisms of realization of the innovative interaction of Nazarbaev Intellectual School and Taraz state pedagogical institute:

It has been created the educational program titled as “System of the dual teaching of the higher educational establishment” for effective usage of experience of Nazarbaev Intellectual School in secondary comprehensive schools and studying, research, realization of some innovative practice on the base of Nazarbaev Intellectual Schools with the usage of the dual system of teaching on the higher educational establishment:

3. It has been opened the regional center named as “Pedagogical excellence” for insert of experience of Nazarbaev Intellectual Schools:

4. Some ways of studying, researching, the usage of the innovative experience are opened on the base of NIS. Also it is the usage of the dual system of teaching on the base of higher educational building, using an experience of Nazarbaev Intellectual Schools in some secondary comprehensive schools: it has been connected the methodically- link connection named as “School- Higher Educational Establishments- Intellectual schools”.      

Practical value and the scientific significance

Some initial steps are happened in our country by insert of the dual education into a system of higher pedagogical education. At this time in Kazakhstan are opened 16 Nazarbaev Intellectual Schools, but there aren’t any higher educational establishment which should prepare some specialists for Nazarbaev Intellectual Schools. Therefore some talented teachers of comprehensive schools begin their working in Nazarbaev Intellectual Schools, as a result we can see the falling of quantity of knowledge in secondary comprehensive schools.

It brought up to the appearance of necessity  of the dual teaching in a process of preparation of  competitive teaching staff in some higher educational pedagogical establishments:

·        Its necessary to prepare the specialists for all specialities  in some higher educational establishments who should be knowing several languages.

·        Its necessary to have the professional preparation on the base of Nazarbaev Intellectual Schools in order to rise the quantity of knowledge of the future teachers not including the theoretical knowledge of innovative technologies as a result they must pass an exam.        

Significance of project on the national and international level is more important

Firstly, students of the higher educational establishments have got a possibility to hear some lectures of famous foreign scholars:

Secondly, the future teachers can use their theoretical knowledge, also they are able to use the practical experience of Nazarbaev Intellectual Schools in their pedagogical activity:

Thirdly, some  head-teachers of higher educational establishments,  school-teachers can participate in listening to lectures of teachers of NIS:

Fourthly, it will be realized the line methodical help on On-line, it opens some possibilities for exchange of experience.

Fifthly, in aims of rising of quantity of education are opened some possibilities for doing of some innovative scientifically- investigative works altogether with some foreign scholars. 

Influence of results on development of science and technologies and the expected social and economical effect

Systematization of an experience of Nazarbaev Intellectual Schools and adaptation of their experience will be having the largest socially- economical effect, because this project will help to develop the human finance of country.

·        we can less the volume of time and we can regulate some finances for preparation of specialists:

·        we can prepare some high- qualified specialists knowing the innovative technologies and satisfying the modern ñïðîñ of society.      

Some Cambridge methods of teaching are used in our teaching process for formation of specialist in the pedagogical higher educational establishment. Post –graduate students can know the practical skills in the usage of Cambridge methods of teaching on lessons during the pedagogical practice.

This project has got the wide significance and it is realized not only in Taraz state pedagogical institute but in the others establishments of country.

The first project: courses of teaching as “Cambridge method of teaching” for teaching stuff are realized by a Center of Excellence in Nazarbaev Intellectual Schools (Astana city). Teaching is conducted by foreign teachers invited from Cambridge University. Head-teachers from different cities of the Republic of Kazakhstan study interactive methods which are able to rise the quantity of education.

Practical part of this project is realized in cooperation with Nazarbaev Intellectual Schools (Taraz). In accordance with some objectives of the project post-graduate students conduct the pedagogical practice in Nazarbaev Intellectual Schools by the dual teaching  and they use some Cambridge method of teaching on their lessons. After graduation of the higher educational establishment the post-graduate student can become the high- qualified specialist knowing some new innovative approaches of teaching.
