The use of innovative
technologies in the educational process of higher educational institutions in
Kazakhstan
Annotation
This article discusses the system of using innovative technologies of
higher educational institutions in Kazakhstan
Education
is a national priority of the state policy of Kazakhstan, due to their special
status - as an investment in the future of society and the state. This is due
to several reasons: first, the education system - this is one of the few
sectors of the economy, which affects the interests of all members of society,
and secondly, increases the value of education in the development of human
capital as the main criterion for the level of social development of the
country and society. Thirdly, the education system is an important factor in
the growth of economic development and national security. [2, р.14]
The
State Program of Development of Education in the Republic of Kazakhstan was
approved for 2011-2020 to implement a modern model of education.
Ongoing
transformation of this program allow you to save the educational potential of
the republic and ensure its continued development. Strategic and conceptual
guidelines of the new national competitive model of education are: the
formation of intellectual nation, the transition to international standards of
education, integration into the global educational environment, improving the
quality of educational services.
Modern
higher education institutions in the Republic of Kazakhstan – is a result of
the huge changes that have occurred in the system of national education in
recent years. The concept of "innovation" is translated from Latin
"renewal, innovation or change”. With regard to the pedagogical process,
innovation is the introduction of new in the objectives, content, methods and
forms of training and education, organization of joint activity of the teacher
and the student. Thus, the innovation process is the formation and development
of new content and organization. In general, under the innovative process
understand the complexity of the activities on the creation, development, use
and dissemination of innovations. In the scientific literature, we distinguish
the concept of "innovation" and innovation itself. Innovations in
education are considered as specifically designed, developed, or accidentally
open in order to pedagogical initiatives. Quality of education is the main goal
of any institution of higher education. Student in the learning process at the
university must master the skills of using information and, in particular, ICT
in their teaching, research and practice. For this, it is not enough to
establish the proper technique and to adjust its work to acquire the
appropriate software, you must have the methodological support of these
processes.
At present, the innovative activity of higher education institutions is
becoming increasingly important and main tool for competitiveness in providing
of educational services. Institution of higher education is an
innovation-oriented element in the national innovation system. This is due to
the nature of its products as it prepares new specialists for activities in
various sectors of the national economy. At the heart of the modern university
is new generation circuit innovations aimed at improving the adaptive
capabilities of the rapidly changing environment, the creation of an innovative
institutional structure, competitive and high quality education actively
interacting with internal and external partners. [3, p. 231]
Innovative changes are such as the formation of the new curriculum; development
and implementation of new learning technologies; application methods,
techniques, tools to develop new programs; creating the conditions for
self-identity in the learning process; change in the way of activities and
thinking styles of both teachers and students, the change of the relationship
between them, the creation and development of innovative creative teams. As can
be seen from the above mentioned information, innovation in higher education
takes place in all major areas of its activities. They are designed, on the one
hand, to raise to a new, higher level of the higher education system, to adapt
it to the current realities of the country, to market conditions, on the other
hand, take into account the global trends of innovation development of
educational services.
Most universities offer the same list of educational programs that are most in
demand in the education market, which to some extent create competition between
them. Under these conditions, the winner is the institution that can offer
comparable or for the same price more content service, efficiency and quality
in the broadest sense. Therefore, at this stage of the operation of the model
(condition) innovation can not prevail with the innovation strategy of the university.
New or improved educational services - innovation model (condition) provide
educational institutions for some time -That competitive advantage by weakening
the intensity of price competition, which is connected with the implementation
of educational services, can increase profits by raising selling prices of new
educational services compared to its cost. Production innovation has
limitations that determine the effectiveness of this type of innovation for the
university; the presence of pent-up demand for educational services, the needs
of the labor market, the number of professors - faculty, limit educational -
laboratory areas, and more. [3.р.112]
The current situation in education is characterized by active search for ways
and means to enhance its effectiveness. A necessary condition is the active
position of all subjects of the educational process. How - result - the
creation and development of innovations, leading to changes in the educational,
administrative, professional pedagogical activity, thinking styles that are
associated with these innovations.
Innovation
activity is a set of measures taken to ensure the innovation process at a given
level of education, as well as the process itself. The main functions of
innovation include the changes in the components of the pedagogical process:
meaning, goals, educational content, forms, methods, technologies, training
tools, control systems, etc.
At present, the methodological work in higher education rests with the
educational - methodical departments, methodical departments, the main function
of which is to organize and coordinate the methodical work of structural units
in accordance with the loan program, the organization of work of the department
of development of the curricula of specialties in all forms and terms training,
checking for compliance with SES educational - methodical complexes of
disciplines, specialties, catalogs elective disciplines, specialties, security
monitoring educational literature majors at all levels of education.
There is a growing need for a new theoretical understanding of the essence of
methodical providing innovative processes in high school, the development of
pedagogical conditions for continuous innovation development. To implement
innovative teaching tasks necessary mechanism for dissemination of innovative
knowledge, which involves the organization of training, taking into account the
level of methodical competence of the teacher of high school. [2, р. 9]
University educational process is continuously improved, if the management of
methodical work of the university is based on the science-based approach that
defines the innovative nature of the content of education, which provides
high-quality teachers use practical skills directly related to the introduction
of innovations. It is also important that the innovation processes need special
training - heads of departments, managers, supervisors competent in the field
of educational innovation. Innovative education involves not only the use in
the educational process of new scientific knowledge, but it includes the
process of creative search of new knowledge as a component of the educational
process.
Progressive changes in the educational process related, usually with new
pedagogical developments that require teachers qualitative methodological
support for the implementation of innovative pedagogical purposes. Pedagogical
innovation, no matter how advanced and sophisticated as they are, can not be
mastered without proper management and organization of innovation processes.
The complexity of solving innovative methodological problems on modernizing the
content of higher education, its reform require deep subject teacher training
and readiness, expressed by a system of motives and relationships that provide
the teacher to effectively perform methodical activity in its various forms.
The main principles of the methodical work of the university is optimal and
rapid response to changes in the situation in the educational process, which is
closely associated with the development and introduction of new forms of
teaching methods based on innovative educational technologies.
Coordination and management of the whole complex of methodical work does not
allow to fully form of innovation - learning environment at the university. In
this regard, there is an objective need for division of the university,
department of innovative training, which will carry out the organization and
systematization of innovative technologies and teaching methods for the
successful achievement of the objectives of training students.
The main activities of innovative teaching include:

Develop mechanisms to
introduce and implement educational programs for applying innovative methods of
learning and knowledge control;

Monitoring and
implementation of the educational process of international experience in the
field of innovative technologies;

Develop a mechanism
involving the motivation in the innovation process of high school teachers;

Seminars, master - classes for teachers of
additional skills and knowledge in the use of innovative teaching methods;
-
Provision of information - teaching materials
on the use of innovation in the educational process.
Innovative training has its advantages over traditional, it contributes to the
training of specialists capable of non-standard, flexible and timely respond to
the changes in our country and abroad. In a rapidly changing times of modern
knowledge and continuous growth of new knowledge the teacher has to mobilize
cognitive activity of students and motivate them to independent acquisition of
knowledge. Formation of highly qualified specialist should be aimed at
continuous self-development and updating of existing expertise.
Currently teachers have many tools to assist in the development of an
innovative method of teaching. This includes active and interactive teaching
methods, methods of developing critical thinking, and various non-standard
forms of training sessions (case - stage, business games, discussions, blitz -
polls, case studies with elements of business games, etc..), Use of the
Internet - resources and much more. These learning tools help educators carry
out their activities in the mode of innovation and ensure the effectiveness of
the educational process, the activation of cognitive activity of students,
increase their motivation and the quality of education. [2, р. 66]
Basis to ensure the viability of innovative technologies in the educational
process is to improve the material - technical base of the university or the
creation of such, which could help to optimize the forms and methods of training
and implementation in the educational process of innovative learning
technologies.
The essence of innovative teaching is that it primarily focuses on the human
conscious choice of alternatives for its rapid adaptation to changes in the
surrounding world, the formation of active life position and a willingness to
take responsibility for everything that happens in its environment, promotes
the development of innovative thinking through new forms of imagination.
The
innovation process in the field of education can be defined as the process of
movement, concentration, distribution and redistribution of resources and their
development and produce complex effects in connection with the creation of
social facilities, modernization and other forms enhance the educational needs.
Thus, in terms of innovative development of higher education methodical
competence of teachers of high school serves a decisive factor in the
realization of innovative methodological problems and the successful
achievement of goals such as the quality of teaching and training students.
