Sustainable development of territories based on innovative growth

         Abstract. In the article there is a speech about possibility of creation of a paradigm of sustainable growth of the territorial economy on the basis of innovation management. Given the medium term development of the proposed solutions. Substantiates the reliability of economic impact in the future.

 

Innovative way of development of the Russian Federation as a whole and all its regions, is essentially the only option for economic growth in the medium and long term. Therefore, the Federal concept, there is a constant improvement program target of providing this process [2, p. 61]. And the benefits will largely depend on the final results.

A year ago, in the Kaluga region the participants approved the forecast of socio-economic development for 2015 and the planning period 2016-2017. According to specialists ' forecasts, mainly due to the growth of manufacturing industry by 2017, the gross regional product of the Kaluga region will reach 591,8 billion [1, p. 145].

Among successfully operating innovative enterprises of Kaluga region is the "Plitspichprom" from the city of Balabanovo. It was founded in 1952 as an experimental match factory. Soon, his matches became known throughout the world. Today the company, part of industrial group "Soyuz" delivers its products to Russia, CIS countries and far abroad [3, p.42]. Globalization, blurring the boundaries between States, revealing the cast of the national economy, thereby opens the world of diverse regions that in this new environment are forced to develop their cooperation with foreign companies, authorities and universities.

The prosperity of the region is increasingly starting to depend not only on the characteristics of national public policy (industrial, scientific, defense and social) that it can hardly influence, but also on the skills and activity of regional authorities in cooperation with the economic agents.

Due to the diversity of types of innovation activity in virtually every region there are different forms associated with positive changes in products, processes, organization of production or marketing aimed at development of competitive advantages. And if research excellence is not equally relevant for all regions strategy, innovation policy can be effective in any territory.

Nor the same amounts and forms of support for all regions, nor ardent support of the most powerful of them may not be sufficient for economic growth. Compromise is the differentiation of innovation policy goals and instruments, based on the specifics of each region or group of regions. This naturally leads to the fact that persons that implement innovative policy of the state, increasingly took into account the regional context.

This is why one of the key activities of the government of Kaluga region is to support innovative enterprises, creating competitive products, including for export.

Enterprises of small and medium-sized businesses in the Kaluga region is as yet rather marginally involved in foreign economic activity (less than 1% of the total number of small and medium enterprises in the region), which is consistent with nationwide trends.

Small and medium enterprises in Kaluga region more than ready to compete on foreign markets compared to other regions. Here are plenty of foreign companies, and there are more (in comparison with other constituent entities of the Russian Federation) access to resources (material, scientific, financial, infrastructural).

Quite high it is possible to assess the innovative capacity in pharmaceuticals, electronics, high technology. However, while the overall level of technological and innovative development in comparison with international competitors below. Exception – certain companies that have entered the global markets and lead their activities with unique products.

The main challenge for the region today to strengthen work on search, training, promotion and support the most promising export projects. Special attention is paid to training the necessary human capacity in the field of export activities and the production of competitive products. Because this path is the region most economically viable and justified.
