Engineering of the instruments of government regulation of economic processes

Relevance In present conditions of restructuring the economics of enterprises of raw materials base of textile industry it is an important task to develop framework of government regulation of their innovative development.

Innovative guidance of development of textile industry requires renewed methodological support, design and implementation of economic-organizing instruments of government regulation, their engineering, projecting according to appropriate conditions and features of regulation objects.

The object of thesis to highlight the strategies, design and implement the complex of plans as the tools of realization of strategic guidelines of textile industry development and its branches, as the framework for enhancement of its competitiveness and successful functioning in long-term perspective, which makes available to apply the strategic approach for regulation of development of Ukrainian textile industry.

Content of the project. The general arrangement of implementation of instruments and its combined use together with the methods, forms and regulation procedures are introduced on the figure 1.

The success in regulation of raw materials base could be achieved due to next components of regulation formula: evaluation of goal – formation of strategies- organization of plan development (program, project) – regulation of implementation – motivation and encouragement of performers – monitoring of the process of plan realization – control of compliance (control of deviations) with development strategies.

Project approach could be set as the principles of government regulation of raw materials base of textile industry. The sector of project management includes time management, cost and quality management, human resources management, communication, risks, contracts, changes etc., aimed at achievement of results taking into account the time and recourse constraint

According to institutional, market and functional features of the objects of economic policy, efficient government regulation in production could be provided under next approaches:

1. Creation of favorable conditions for development economic complex by means of: realizations of system measures as for government support of the education and science, first of all applied scientific researches, scientific and construction works, engineering and professional-technical preparation; improvement of institutional structure of economy and its infrastructural support, including the support ownership, improvement of regulation of competitive environment, formation of modern innovative system with components of branch, regional and corporate levels, development of IT systems, transport networks etc.; system improvement of legal base of regulation of commercial activities.

2. Formation of special mechanisms of realization of economic policy considering modern features of objects of government policy.

The special importance is attached to such instruments as: promotion to forming and providing of competitiveness of modern economic structures of the integrated type with high scientific-and-technical and financial-and-economic potential of innovative development; strengthening of the state special purpose support of forming of effective scientifically-technological and industrial clusters of regional, national and transfrontal formats as favorable organizational-economic environments for development of highly competitive productions; development of the transparent system of state-private partnership on national and regional levels for the increase of efficiency of development and realization of economic politics processes; quality improvement of state administration of forming and functioning of the innovative system processes on all levels - state, regional, branch, enterprise, first of all by the improvement of legal protection of intellectual property, subjects of scientific and technical and innovative activities modern information support and strengthening of economic motivation; improvement of economic and institutional support of small and midsize businesses as stabilizing and innovative flexible element of the modern business-production systems; providing effective co-operation of infrastructural participants of financial services market - financial mediators, exchanges, trade-informative systems, valuation, audit and other structures, forming of favorable institutional environment for their functioning and further development. The instruments of government control should conform to the concrete terms of development of industry, raw material complex. These terms change constantly; therefore there is a necessity of permanent improvement of operating instruments and development of new instruments of regulation. On fig. 2, the system approach of design and implementation of instruments that is used for introduction of mechanism of management branch development is illustrated. The presence of transformation processes in the management of objects of activities needs to be considered as widely accepted fact.

Summary Each instrument of regulation has to be projected in compliance with specific terms and goals, transforming under their influence.

Target approach of government regulation allows to concentrate the resources on the main areas of economic development of commodities-based industries. Target function is one of the most important functions of state authorities.

Special role and significant importance of internal sources of raw materials for national textile industry appears in wide use of result-oriented approaches in the sphere of government regulation of this strategically crucial for the development of internal consumer market of industry in developed countries. Foreign and domestic experience of management by objectives planning confirms that the main organizational instrument of regulation of domestic raw materials base of textile industry should become the government purpose-oriented development programme.
