Formation
of multicultural personality as a form of implementation of the national
education policy of the Republic of Kazakhstan
The language situation in
a multinational Kazakhstan dictates the need for a basic methodological
principles and approaches to the formation of multicultural language
personality. According to the President Nursultan Nazarbayev "...
Kazakhstan is unique and strong in its multinational. Here was formed unique
multicultural space ... Multiculturalism of Kazakhstan is a progressive factor
in the development of society. Eurasian roots of the Peoples of Kazakhstan links
up Eastern, Western, European flows and create unique Kazakhstan variant of
multiculturalism". Now multicultural education in the Republic of
Kazakhstan is one of the main directions in higher education. That institution
is the most important stage in the process of formation and development of
multicultural personality stage when consciously formed the core values
and principles of life. That institution is able to provide the
student with a supportive environment, providing a harmonious combination of
the development of universal humanistic qualities of the person with the
ability to fully realize its national, cultural, ethnic needs. [1] The country
has developed education system, largely corresponding to the world standards.
Training of young professionals is a matter of national importance. The State
needs not only educated, but critically thinking people with an active
lifestyle who can navigate the increasing flow of information, knowledge of
foreign languages. General principles of activities of educational
institutions according to developing a system of multicultural education in the
Republic of Kazakhstan are openness of the national education system , built on
dialogue between cultures; consideration of specific processes within
Kazakhstan ethnic integration, ethnic and cultural characteristics of each
nation and ethnic group: the development of respect for and interest in
national values and characteristics of Kazakhstan, language,
lifestyle, traditions, faith and national culture; to offer students the
ability to adapt to multicultural and multiethnic environment.
The aim of multicultural education is the formation of man capable of active
and effective life in a multinational and multicultural environment, having
developed a sense of understanding and respect for other cultures and the
ability to live in peace and harmony with people of different nationalities,
races, convictions and beliefs.
Undoubtedly, teachers use innovative methods, methods of generating interest in
learning (educational games, educational discussions, the creation of problem
situations, etc.), methods of formation of duty and responsibility in education
(encouragement, approval, disapproval, etc.) , the introduction of teachers in the
educational process students and new technologies (presentation of educational
material, electronic aids, audio and video, etc.), activate the process of
language learning and contribute to the effectiveness of the assimilation of
the Kazakh, Russian and foreign languages. Contents of multicultural education
is multidimensional and has a high degree of interdisciplinarity , which allows
us to consider the problem of multicultural education as a part of training
humanities , natural science , artistic and aesthetic cycles and special
courses on the history and culture of the individual nations [2]. Thus, for the
formation of a competitive specialist, positive outgoing personality able to
active and effective multinational and
multicultural life, which has developed a sense of understanding and respect
for other cultures and the ability to live in peace and harmony must have
multicultural and multilingual education. Feature of modern society is to bring
together countries and peoples, strengthening their cooperation, globalization
of the world as a whole. The positive nature of the development process of
cultural globalization which affects on all aspects of modern society, depends
largely on how the higher education system will address issues of training of
students, future professionals to different level interaction within a diverse
range of cross-cultural communication. Globalization, with its contradictory
phenomena tending to strengthen, confronts education primary task- preparing
future professionals for professional work in a multicultural environment, the
formation of skills to communicate and collaborate with people from different
social groups, nationalities, religions. Therefore, the problem of formation of
a multicultural personality able to seek and find ways to resolve the
socio-cultural tensions, tolerance, is becoming increasingly important. Studied
problem in various aspects finds its theoretical and methodological foundation
in the works of many contemporary scholars. Analysis of the works of M.M.
Bakhtin , B.C. Bibler , Z.A. Malkova , M.S. Kagan , Y.M. Lotman and others
allows us to understand the key role of culture as a factor that gives value to
life, cultivate tolerance and stimulating personal self-development [3]. The
most significant characteristics of the XXI century, which can not affect the
system of teaching foreign languages , are globalization and information.
It becomes multicultural, which is characterized by the development of a number
of universal, global characteristics and preservation of cultural identity of
each individual ethnic group. In the field of foreign languages
in real contacts students and future professionals with supports
many cultures through the study of languages in high school faced
with the task of forming a new type of personality. Foreign language education
in conjunction with other components of the content of education, intended to
lay the foundation of intellectual and spiritual potential, contribute to solve
social and economic problems, the development of science, culture, preservation
of national traditions, attached to the universal values [4]. So, the modern
competitive specialists need to know not only the foreign language but also the
culture, traditions and peculiarities of other nations. The study of national
and cultural features is a prerequisite for the formation of the ability to
conduct a dialogue of cultures, as well as tolerance towards people of other
religions, other traditions, customs, attitudes and beliefs, and this, in turn,
implies the formation of multicultural competence.
