THE ROLE OF THE YOUTH IN OF COUNTERACTION TO EXTREMISM

When it comes to the essence of extremism among young people, then as the most acute problems of ethnic and religious intolerance, xenophobia, nationalism are recognized that it should determine the measures taken to prevent and combat extremism and providing counter extremism among the youth. On the one hand, this group acts aimed mainly at preventing extremist activities. On the other, a set of documents aimed at preventing extremism and create conditions for the participation of youth in society. In the relationship between state and society is one of great importance are relationships with youth organizations. This is due to the special role of youth in today's society, the developing rapidly and with the need to focus on innovation.

The goal of the society and the state - to help young people to organize, our ability to maintain its association. In this process the realization of the constitutional rights of young people plays the important role, as well as all citizens of association, i.e. the establishment of youth organizations and social movement. This institutionalization of youth, based on the variety and alternative, gives it a form of integrity, unity in diversity, forming a social force capable of acting in the interests of the youth and society. Youth organization as a social group is one of the manifestations of youth initiatives, children and adolescents, allowing satisfying their inherent need for socially-transforming activity. They do not only create a field of activity, but also an opportunity for the manifestation of social and civic sense, common experiences, and aspirations to transform.

Reforms and transformations in Kazakhstan gave rise to many different associations, organizations and movements. In particular in Kostanai region 83 youth non-governmental organizations operate, and all children's organizations in the Republican field combined single children and youth organization "Young Lancers” (Zhas Ulan).

In this paper the education and up-bringing of the youth, students, inculcating knowledge about the traditions and culture of other nations, conducting appropriate lessons of tolerance is taken an important place. A special place is occupied by the organization of historical orientation, recreating the material and spiritual traditions, conducting expeditions and historical sightseeing youth camps. In some regions of Kazakhstan clubs of young family are created with the participation of non-governmental organizations also where young people can get psychological and legal assistance, to expand social circle. Effective economic assistance to young people in organizing their employment is the creation of a network of youth business incubators, forming new jobs, which are also recorded in the form of youth organizations.

Considering that young people - the category of the population, not only in need of assistance, but they have an ability to do so, there is a development of the volunteer movement intellectual, cultural and physical development of young people. Youth organizations, with the support of the state organize sports competitions, including the different types of martial arts, military-technical sports, motoring, art song festivals, amateur theater groups, championships breakdance and graffiti contests, exhibitions of young artists and photographers. In modern conditions of particular importance is the development of information for young people - in many areas and there are areas youth publications and newspapers.

At the initiative of the youth organizations "round tables", seminars and conferences "Youth against terrorism and extremism" are held during which the program works with youth organizations, movements to counter extremism, also conferences and seminars are conducted which aim intolerant society manifestation extremism, especially among youth. Also the Assembly of People of Kazakhstan is a striking example of activity. Assembly - a unique body in order to spread the spirit of tolerance, understanding and human rights in society, violence prevention, national and religious hatred, formation of civil society, fostering a sense of responsibility for what happens young man in the world. However, the State has a duty not only to create conditions for the normal functioning of youth organizations and the cooperation with them. His duty as the main ruling and organizing force is supervising and controlling the activities of youth organizations, to avoid the development of these currents of anti-state, anti-social, extremist.

In the case of public or religious association or other organization, or their regional or other subdivisions of extremist activity that resulted in the violation of the rights and freedoms of man and citizen, causing damage to the personality and health of citizens, the environment, public order, public safety, property, legitimate economic interests of individuals and legal persons, society and the state, or poses. A real threat of such harm, appropriate public or religious association or other organization may be liquidated, and the activity of the corresponding public or religious association, not a legal entity, it may be prohibited by court.

Ministry of Justice along with other assigned functions provides public services to the state registration and control over the activities of non-profit organizations. Upon reception of documents as well as to decide on the registration of a non-profit organization legal expertise is held represented on the registration of the statutes under which the documents are considered not only from the standpoint of verifying their establishment, in accordance with the applicable legislation on NGOs , but also from the standpoint of defined in the Constitution provisions veiled wing extremist. Important concepts with which we have to face in their work are "extremist organization" and "extremist materials.

All movements that promote hatred and xenophobia are now seen in the Republic of Kazakhstan as extremist, however, experts in the Department of Justice, when auditing noncommercial organizations focusing on identifying and eliminating the causes and conditions conducive to extremist activities by non-profit organizations. During inspections noncommercial organizations distributed literature is studied by them for revealing the distribution of material recognized by the Court as extremist. For terrorism, extremism - it is the main challenge and all acts of extremism and terrorism are criminal and unjustifiable, regardless of the motives, forms and methods.
