The main directions of new governmental recruitment policy

 

The essential issue in presenting the Republic of Kazakhstan at the international market as democratic, constitutional and social government is the development of recruitment policy in forming the qualified government. In order to resolve the high-priority directions, purpose and objectives of formed recruitment system are incorporated with social-economic and political modernization in our country.

According to the Address by President of the Republic of Kazakhstan N. Nazarbayev “The strategy “Kazakhstan-2050”: a new policy direction of the established government”, basic factor of the success of new economic policy should be strengthened with the work force[1].

Therefore, providing the governmental service system with the work force is one of the most sufficient problems. It is directly linked with the recruitment policy being carried out in the country. The objective of the governmental recruitment policy is to generate the workforce capacity of Kazakhstan, like important intellectual and qualified resources which provide the social and economic development of the country and competitive ability at the international division of the labor.

  The strategic direction of the policy is the enhancement of the role of the government in realization of the constitutional guarantees of the use of available development and professional skills by the citizens and in forming effective conditions for discovery of the human opportunities.

It should be emphasized that the system of human resource personnel training and skills upgrading can not satisfy the requirements of the employers. The one of the main priorities of the recruitment policy in Kazakhstan is the setting of the quality structure of the state officers, provision of the stability of the staff structure in the government bodies. The results of the governmental reform in this direction were as following: regular competency test of the state administrative officers, the determination of the governmental service rules, the enhancement of the typical qualification requirements to administration services and titles, the execution of the rules of service ethics[2].

The development and modernization of the recruitment policy in Kazakhstan is closely associated with the research of the theoretic and practical issues. These associations require the best development of the recruitment policy system. The basic factors in these tendencies cause the conditions for increasing the opportunities for creation of reasonable alternatives in research, development and modernization of the regularities of the generation of the social-economic and political phenomena which take place at different aspects defining the solution of current problems. This level loads the responsibility for systemization and detailed overview of effective levers and indicators of the realization of the recruitment policy, its main directions, the content of staff work and priorities. During studying the problems of the recruitment policy it is important to apply functional, system, social, historical and problem methods. According to the experts, the functional methods have high opportunities in complete studying the content of management staff’s work. To perform the optimization of the state management in our country, the effective methods of the research of the principles of recruitment policy should be activated. At practical point of view, this problem will cause the necessity of the functional analyze based on the special scientific and methodological program.

Paying special attention to the role of the state political and administrative officers in the governmental management system, reforming the “Kazakhstani” model of the state service, determining the recruitment policy, enhancement of the anticorruption efforts are very important.

“New type official” must be a patriot and fail, loyal and professional officer. According to the message of Head of the state: “Bolstering and supporting the reputation of the state officer is our strategic task for the next following years” [1].

Current situation in the governmental management system and necessity for performing the administrative reform require sufficient changes in staff service system. In fact it is notorious that staff work is currently restricted by the instructions of the high management with enrollment of the new officer. Nowadays the reputation and role of the officers in state bodies is low and based on residual principle. 

Current recruitment problems in public services:

-  Beginning the public services problem     

-  Problem with training the public officers

-  Problem with accreditation of the administrative officers     

-  Problem with the encouragement of the public officers

-  Problem with forming the ethics and image of the public officers    

-  Problem with rendering public service

To analyze, plan the recruitment policy and personnel resources in case of stable development in our country, also to replenish with high professional, specialized and high quality personnel, the enhancement of the scientific-methodological base centers’ service and determination of tits objects may resolve the following strategic and actual problems:

  - the determination of the internal movement of the personnel in perspectives of development of the recruitment system, selection of the staff which follow these requirements and enhancement of the ways of scheduled development;

-  the development of the scientific method of forecasting the long period necessity for staff considering the dynamics of each service content and type;

-   the determination of the staff training lever by means of scheduled preparation and assignment;

-    assessment of the staff potential and enhancement of its size;

One of the directions of scientific and methodological basis is the efficiency of the recruitment policy and its social base is defined. During the performance the recruitment policy is oriented on patriotic, professional and mutual support, as well as on supporting and developing the value of the wholehearted treatment to the experienced staff. It is described with the directions of creation and development of the applied scientific research and professional education management system. While following this direction, problems related to the honesty and fair of the public officer according to the law claim special attention.

Finally, the priority of scientific and methodological provision of the recruitment policy performance is determinated by intellectual elite and high level of consciousness and specific political points of view present value which influences on developing of the bright future of Kazakhstan in aspect of recruitment policy.
