Analysis
of emergency situations in Kazakhstan
There are different emergency situations such as natural
catastrophes, technological incidents and terrorist acts which could lead to a great number of victims required emergency medical service
including forensic autopsies. These accidents significantly affect the usual work schedule of forensic
services at different levels, require additional resources and actions in order
to provide the service efficiently and professionally (1,2,6,7,8,9).
It has been shown that the number of accidents and
emergency situations in Kazakhstan is gradually decreasing. There were 16541
accidents caused by natural catastrophes or technological incidents in 2013. 4262 individuals
were injured and 1333 individuals
dead.
In 2014
there were 17779 accidents caused by natural catastrophes or technological incidents. 4251 individuals
were injured and of them 1202 individuals
dead.
In 2015,
a total number of 17678 accidents caused by natural catastrophes or technological incidents was recorded. 4105 individuals were injured and of them 1237 individuals dead.
In 2016
there were 16823 accidents caused by natural catastrophes or technological incidents. 3691 individuals
were injured and of them 1196 individuals
dead.
The new strategy for preventing and eliminating the consequences of
emergencies should be based on the scientific approach, which require the
transition to analysis and risk management based on the optimization of
protection.
In summary, the scientific and methodological approach for the analysis
and management of technological incidents has to be improved in order to optimize the population and environment
protection and to increase effectiveness of actions aimed
to reduce the risk of emergency situations (2,3,4,6,8).
