Institutional
factors of state regulation of Teacher Education in Ukraine
Given the
challenging environment of political, economic, socio-cultural, environmental,
economic development, our country may be argued that teacher education in
Ukraine is experiencing a difficult transition period, so the role of state
mechanisms to modernize the education system is crucial. It is the state with
not only direct control, but indirect methods of economic, legal, institutional
adjustment has the ability to determine the development of the industry, thus
ensuring the preservation and enhancement of national capacity Ukraine
education and improvements in other areas of life support society.
The state
regulates education through a variety of agencies and organizations that make
up the system as whole subjects of state regulation in the field of education,
despite the fact that they belong to both state agencies and local government,
advisory bodies or BSPs, they generally realize the authority in state
regulation of education.
Government
regulation is not possible without public-administrative, political, legal,
economic and other institutions such as having a direct impact on the
modernization processes in the field of teacher education in Ukraine. The
modernization of teacher education as a social institution becomes today a
crucial strategic basis for the development of the individual, society and the state;
it is the key to their future.
Improving
government regulation is an important element of reform and change in
education, as evidenced by the historical experience of the work. The main
areas were and are changing the organizational structure, redistribution of
management functions between its elements, development of independent
educational institutions. The achieved results do not allow identifying the
most effective options for solutions.
Experience
improving state regulation of education in Ukraine shows that regardless of the
historical stage in the framework of this work is almost solved the same
problem, aimed at making management tools to change the characteristics of the
education system and the results of its operations: improve the quality of
training at all levels; improve the structure by level of training and
specialties to meet the needs of the economy and the economy; It should be
noted that the needs of the economy in trained individuals determined and continue
to be determined by the system of education, and now – most educational
institutions, and the problem is almost at the system level is not resolved,
rationalize the use of resources provided by the state education; develop
independence and initiative, while educational institutions ( at some stages –
if preferred ) strengthening the central government.
The
results of this work are to assess the state of the education system, shows a
decline of quality, lead in training on the needs of the economy, inefficient
use of resources, increased centralization of government. Thus, the goals and
objectives incorrectly interpreted and implemented, requiring the use of other
methods to solve them.
Therefore,
we may argue that the effectiveness of state regulation of teacher education
also affect institutional factors. Institutional factors of state regulation of
teacher education – a group of factors related to the management and regulation
of relations in the field of teacher education.
In this regard,
the institutional factors of state regulation of teacher education, in our
opinion, it is advisable should take into account political, legal, economic
and socio-cultural.
The legal
factors should include laws, and regulations, rules and constraints that define
the boundaries and the main instruments of state regulation of teacher
education. Thus, the main factors that ensures optimal formation of the state
regulatory influence on the development of teacher education: quality of the
state administration; adequacy and effectiveness of the legal framework;
government regulation; coordination of actions of the various branches of
government, etc.
Of course,
the structure of political institutions has a significant impact on the
development of teacher education. The lack of political stability in Ukraine, a
clear education program of the government in the longer term, a significant
level of politicization of most solutions result in weakening regulatory role
of the state both in education and in the field of infrastructure software. The
absence of a long-term strategy of Teacher Education of Ukraine, which would
have to provide for their own promotion of infrastructure provision, it is
advisable to be regarded as a negative factor that does not contribute
adequately to the formation of an effective institutional and legal environment
of teacher education. Therefore, eliminating the influence of political factors
on the educational development of the country as a whole, as well as defining a
clear focus and tactics of government regulation and teacher education should
be defined as the basic criterion for improving the institutional
infrastructure and legal environment of teacher education.
Economic
factors create conditions for effective state regulation of teacher education.
By
socio-cultural factors that affect the infrastructure is should take into
account those social factors, on the one hand, stimulate the development of
teacher education, on the other – is a unique criterion for determining the
direction of State measures real impact on education and its infrastructure.
Thus,
government regulation of the system of teacher education should be carried out
taking into account the influence of factors of the institutional environment.
