PROBLEMS OF RESEARCH
THE IT-PROJECTS EFFICIENCY
The
question of research of efficiency (quality) of IT projects (EITP) is actual as
implementation (introduction) of similar projects is followed by risk, and
costs (resources) necessary of its realization are rather high [1-2]. The
approaches to definition of EITP existing now are focused on estimation of
either financial components, or qualitative characteristics of projects. Such
approach doesn't allow considering all factors and effects gained at
realization of ITP. Therefore there is a need of specification of research
problems of EITP, for a possibility of carrying out the stage-by-stage
comprehensive estimation allowing characterizing fully results of introduction
of the project before its practical realization.
It
is necessary to distinguish straight lines and the return problems of
estimation of ITP, i.e. a task of the analysis of objects quality (fig. 1) and
a problem of synthesis of objects with the demanded (set) qualities (fig. 2).
Research
EITP represents the task consisting of three main components:
1.
A problem of estimation (measurement) of the efficiency of the project (EP) –
this is a direct task.
2.
A task of the analysis of EP – this is a direct task.
3.
A problem of optimum synthesis of EP –this is a return task.
The
ultimate goal in finding the solution of both direct and return task of the
analysis of ITP quality consists in a choice of the optimum ITP providing the
purpose achievement of the project implementation with the greatest
probability, i.e. problems of synthesis.
Achievement
of the purpose of the estimation problems and the analysis of EITP can be
reached for the account:
1)
creation of the IT-Project mathematical models;
2)
definition (justification) of indicators of quality of IT-Project;
3)
estimation of EITP;
4)
analysis of influence on efficiency and quality of ITP of its parameters.

Results
of the solution tasks of the ITP analysis represent means which can be used at
the solution of direct and return problems of ITP synthesis.
In
practice there is a set of ITP with various outfit of functions and the
purposes of their realization, and also the used means and resources, there is
a set of research problems of EITP with use of the determined, quasiregular and
stochastic models. Thus rather adequate description of ITP can be given only on
the basis of stochastic models as introduction and use of ITP happens in the
conditions of a set of in advance unknown (casual) factors.

Application of
the named and quasiregular models has to locate for each specific project and
be considered as some approach of stochastic models.
