ADMINISTRATION OF HEALTH CARE TO THE VICTIMS OF ROAD ACCIDENTS IN THE REPUBLIC OF KAZAKHSTAN

Purpose.

To evaluate the existing system of health care administration at road accidents and to reveal its disadvantages.

Materials and methods.

5189 call cards of ambulance service in all regional centers of the country and 297 cards of the center of accidents medicine of the Ministry of Emergency Situations are analyzed.

Results.

The analysis of system of health care administration to the victims revealed the following disadvantages of its organization.

In 27.3% of regions the extent of service zone of ambulance offices on regional roads exceeds 75 km. In 4 of 14 regions - insufficient provision of sanitary motor transport (less than 90% out of the standard).

Disturbances of standards when carrying out the diagnostic actions are allowed in 6.4% of cases, medical - in 9.8%, evacuation - in 4.0%.

Distinctions in terms and quality of assistance are revealed by ambulance teams of various category and profile: terms of assistance to victims by medical ambulance crews are shorter (in 86.6% of cases help is given quicker than 20 min.), and time of victims delivery to the hospital is longest (30.1% of victims are brought beyond the period "gold hour").

Errors of diagnostics and treatment at specialized crews are noted in 3.2% of cases, at medical crews in 6.7%, at medical assistant's crews in 12.4% of cases. Mistakes when carrying out evacuation actions at specialized crews are revealed in 3.3% of cases, at medical crews in 8.2% and at medical assistant's crews in 14.4% cases.

Conclusions.

Results of research prove the necessity of improvement of rendering the emergency medical care to the victims of road accidents in to a hospital stage at the regional level.
