The economics in a common distribution of medicaments
and medical devices

One of the main
strategic activities "SK-Farmatsiy" as the Uniform distributor in the
country on the centralized purchase of medicines and products of medical
(hygienic) appointment providing annual logical economy of budgetary funds with
a way of depreciation and improvement of system of planning and logistics for
the purpose of further expansion of volume and the list of bought
pharmaceutical preparations within the guaranteed volume of free medical care
at the expense of the saved means is.
The specified
purposes were proved at the creation "SK-Farmatsiy" as the uniform
distributor in Kazakhstan [1] on the basis of the accounting of the
recommendation of Interdepartmental
WHO, UNICEF Committee, YuNFPA and the World bank in which 12 basic principles
and 4 strategic objectives of system of appropriate practice of purchases of
medicines [2] were stated. In the specified basic principles and strategic
objectives of one of predominating (along with others) there were economic
components at centralization of system of purchase of medicines and products of
medical appointment in Kazakhstan.
The activity
"SK-Farmatsiy" as uniform distributor (operator) on purchase of
medicines and products of medical appointment is regulated by the Resolution of
the government of the Republic of Kazakhstan No. 1729 of October 30, 2009 [3].
The practical and
the analysis of activity of the uniform distributor during his functioning
showed that the key directions and tasks are:
- uninterrupted
providing medicines and products of medical appointment within the guaranteed
volume of free medical care of the population at the expense of increase in
availability and introduction of the international standards of appropriate
distributor practice;
- economy of
budgetary funds thanks to depreciation of bought medicines and products of
medical appointment;
- assistance to
development of domestic pharmaceutical production by the conclusion of
long-term contacts and granting a priority when purchasing medicines and
products of medical appointment.
Apparently, one
of priorities in activity of the uniform distributor is the economic component.
Due to the specified circumstances the activity "SK-Farmatsiy" for
2010-2012 in respect of confirmation of economic feasibility and overall
performance of the company is analyzed. Data for 2009 aren't included in the
analysis because this year was the period of the organization and formation of
the company and only pilot purchases of medicines and products of medical
appointment are carried out.
Within studying
of an economic component of uniform distribution of medicines and products of
medical appointment volumes of their realization within the guaranteed volume
of free medical care for 2010-2012 are analyzed.
If for provision
of medicines of the guaranteed volume of free medical care in 2010 it was
allocated with 73,0 billion tenge, in 2011 the sum of budgetary funds on these
purposes increased by 18,9%, having made 90,0 billion tenge, and in 2012 in
comparison with 2010 they increased for 27,0%, having reached 100,0 billion
tenge. These data show full and continued economic support of the population
from the state in ensuring the guaranteed volume of free medical care
Within the
guaranteed volume of free medical care the continuous growth of a share of
medicines and the products of medical appointment bought through the uniform
distributor is noted. So, if in 2010 purchase volume through
"SK-Farmatsiy" made 36,0 billion tenge, in 2011 this indicator
increased by 25,0%, having reached 48,0 billion tenge, and in 2012 these
figures in comparison with 2011 increased for 50,5%, having made 72,8 billion
tenge. In 2012 volumes of purchase of medicines and products of medical
appointment through the uniform distributor in comparison with 2011 increased
for 34,1% (from 48,0 billion tenge to 72,8 billion tenge).
It should be
noted an obvious tendency of growth of specific weight of volume of purchase of
medicines and products of medical appointment through the uniform distributor
in a total amount of provision of medicines of the guaranteed volume of free
medical care. So, this indicator in 2010 was equal 49,3%, in 2011 made 53,3%,
and in 2012 reached 72,8%. The further increase in purchase of medicines and
products of medical appointment through the uniform distributor in a total
amount of provision of medicines of the guaranteed volume of free medical care
is predicted
One of key
problems of uniform distribution is the economy of budgetary funds at purchase
of medicines and products of medical appointment. In this regard this aspect of
the activity "SK-Farmatsiy" for 2010-2012 is analyzed also.
As a whole for
2010-2012 the state it is allocated with 156,8 billion tenge. It is necessary
to specify that the budgetary funds allocated for these purposes constantly
increase from year to year. So, if in 2010 purchase on 36,0 billion tenge is
carried out, in 2011 this sum was increased by 25%, having reached 48,0 billion
tenge, in 2012 it increased in comparison with 2010 for 50,5% and having
reached 72,8 billion tenge. In 2012 the purchase sum in comparison with 2011
was increased by 34,1%.
Taking into account
the main key objectives of the uniform distributor, dynamics of economy of
budgetary funds is analyzed at the centralized purchase of medicines and
products of medical appointment. It is established that the economy of
budgetary funds in 2010 made 4,5 billion tenge that made 12,5% from the total
amount of purchase. In 2011 and 2012 the economy made 3,8 billion tenge and 9,7
billion tenge respectively, and thus the specific weight of the saved means was
7,9% and 13,3%.
In 2012 the
economy in comparison with 2010 increased for 53,6%, and in comparison with
2011 for 60,8%. In total for the analyzed period total amount of the saved
means made 18,7 billion tenge. In the long term the company intends to adhere
to the same economic policy in the activity.
The above-stated
data with persuasiveness testify to high economic efficiency of system of
uniform distribution of medicines and products of medical appointment for
ensuring the guaranteed volume of free medical care to the population.
Thus, the system
of uniform distribution of medicines and products of medical appointment within
the guaranteed volume of free medical care functions effectively and
"SK-Farmatsiy" as the uniform distributor fully carries out all
objectives, including in an economic context. Uniform distribution allowed to
save all for 3 years 18,7 billion tenge of budgetary funds which were allocated
for purchase of additional volumes of the medicines necessary for ensuring the
guaranteed volume of free medical care. The system showed the social expediency
and economic efficiency.
