Ways of improving competitiveness of the modern Russian economy.

Recent events shows, that Russia has important tasks to perform: in a short period of time the government should provide qualitatively high standards of living and security to all citizens of the country. These problems are difficult to solve without answers on such questions as: where, why and how the government will cope with these problems, how the economic strategy of Russia will be formed, and how to make the economy of the country more competitive.

 Practice has shown that there is no shared vision of economic development strategy for all countries, as there is no shared vision of universal strategic management. Each country is unique, and the processes of making strategies in all cases are unique too. It depends on country’s position on the global market, on its dynamics of development, on its potential resources, on behavior of competitive countries, on its culture level and etc. At the same time there are some key points, which allow speaking about some generalized principles of the strategic management.

In the annual rating of competitiveness, presented by the International Institute of Management Development (IMD), Russia takes the 54th place (out of 61) and considerably lags behind world leaders [1].

Under the country's competitiveness means that ability of the nation to create and maintain an environment, in which the competitive companies appear.

Russia takes the first place in the size of the budget surplus, in gold reserves, in GDP growth per capita, in foreign trade and balance of payment.

           In order to increase competitiveness of economy in the country, the government should promote the creation of equal opportunities of development and increase competitive capacity of enterprises, also form and develop  the private business in all spheres, science and education, spiritual and moral development of society, and pay more attention to the Society for Protection of Consumer Rights [2].

These activities also aimed at promoting the “The main activities of the Government of the Russian Federation for the period till 2018”. In a new version of the document, signed by Prime-Minister D. Medvedev 14.05.2015, clearly stated, that by 2018 year it’s necessary to create conditions for the transition to a new model of economic development, namely: the domestic economy should reach the level of the rate not lower than the average world indicator, based on accelerated growth of private investments with the use of modern technological solutions.

These strategic purposes and tactical - short-term measures are allocated for ensuring opportunities for "quick start" in business - using of competitive advantages in the result of ruble devaluation before the qualitative improvement of the business environment and finalizing in the economic growth and structural reforms [3].

The way of solutions to these problems are defined in the message of the President of the Russian Federation to the Federal Assembly on December 4, 2014. In particular, the message states the need to ensure the establishment and function of the coordination mechanism for placing order for the purchase of imported equipment, work places and services abroad, carried out in the frameworks of large-scale investment projects implemented by government agencies and public companies, for the RF in the authorized capital, which represents more than 50%, or investment projects that indicate support measures of the country.

Moreover, Vladimir Putin sets the problem to call for immediate action for establishing an initiative to enhance the capacity for accessing  of small and medium sized businesses on procurements, in accordance with the Federal Law “on Procurement of Goods, Construction and Services”, which customers are required to carry out in such enterprises.

Russia's national security is designed to ensure the Doctrine of the food security (Presidential Decree of 30.01.2010, ¹ 120 "On Approval of the Food Security Doctrine of the Russian Federation") [4].

Food security of the Russian Federation is one of the main directions of the national security of the country in the medium term, factor of the preservation of its statehood and sovereignty, the most important component of population policy, a necessary condition for the implementation of the strategic national priority - improving the quality of life by ensuring high standards of life-support [5].

The results of five years of work on the implementation of the doctrine, as well as the next steps for its implementation at the national level will be discussed by the Government of the Russian Federation in Rostov-on-Don on June 4-5, 2015 on the first All-Russian forum of food safety.

Thus, the Government of the Russian Federation has identified ways to enhance the competitiveness of the national economy and takes concrete steps to improve the competitiveness of Russia on the world market. The right strategy dictated by the modern realities should help the Russian economy to answer the challenges of time.
