^{In the last decade} new principles of medical care have being associated with the term "evidence-based medicine" used in the clinic and medical science. "Evidence-based medicine - a strengthening of traditional skills of the clinician in the diagnosis, treatment, prevention and other areas through a systematic formulation of issues and the application of mathematical probability and risk assessment. Last scientific conferences taken place in Ukraine noted the extremely low level of knowledge of the principles of EBM as among clinical researchers and among doctors. Against the backdrop of lack of knowledge among physicians of the principles of rational drug use and the flow of low-grade advertising from manufacturers of medicines, they become the main manipulators of cash flows in society. EBM requires the most careful analysis of doctors, scientists, officials and teachers. We must not just understand the basic provisions of EBM, but also how to apply them in our society. Information retrieval in evidence-based medicine requires from researcher relevant experience and a systemic approach. For a successful search for necessary information on evidence-based medicine are important choices available database of clinical data (MedLine, Cochrane Library, Adonis, etc.) and development of adequate methodologies for search (by keyword or phrase, name, etc.). But even with the most careful and skilled searching is not always possible to find the necessary information to conduct clinical studies (eg, because of poor indexing or unwillingness to sponsoring companies to publish negative results of clinical studies). Thus, some of the necessary data of clinical studies can't be covered. For this reason, when searching for evidence-based information, computerized selection should complement other methods of searching: "manual" search of information about clinical studies, as described does not exist in electronic databases, the study of literature lists in the retrieved articles; inquiries from researchers and producers of drugs. Modern Languages EBM based on the mathematical definition of probability events. That’s why, EBM is classified as technology. Knowledge is a principle of finding high-quality clinical information and information in the clinical information from literature sources in EBM technology. In this case we have to distinguish the information the doctor extracts from unstructured sources, and various databases, as well as clinical guidelines, which are the result of the agreement most respected clinicians in a specific field of medicine. It is necessary to distinguish the concept of strategy and tactics of treatment. EBM is designed to determine the treatment plan specific patient. Treatment strategy, basically, is formalized in the clinical recommendations and treatment tactics of using the technology of EBM determined by the attending physician, after examining recent literature, which presents compelling evidence from studies in patients with similar manifestations for a particular patient's disease. The practice of clinical decision based on the technologies of EBM is the primary means of guaranteeing and protecting the patient. Universally accepted clinical guidelines and new high-quality clinical data allow to protect the patient from the incompetence and deception. However the good doctor with our current view must not only to know the current standards of care, but also to violate them, though, because two identical clinical situations do not happen. Information technology - an indispensable tool in order to ensure the implementation of ethical declarations and to provide access to new clinical information. This is a tool and nothing more. But the modern quality of this instrument can solve almost any problem. Any activity of a doctor or clinical researcher - an intellectual activity, ie production of a landmark character. Ukrainian doctors should actively explore and use new information technologies available to ensure freedom of communications, access to information and transparency in all that is happening in society. Thus, the development of technologies EBM has a number of vital hanges for society in medicine and clinical science into a relationship with the patient's physician and a physician with the state.
