Logistic systems development in
agro-industrial complex
During the period of Kazakhstan economy
transformation along with favorable consequences, resulted from economic
liberty of manufacturers and trade-intermediate structures, there were serious
negative aspects also. Volume of irrational transportation increased, stability
of relations between partners was broken, but multi links in the process of
product circulation increased in CIS and between Kazakhstan regions as well.
Operation mechanism of the system of state purchases of food, agro provision
and leasing of manufacturers is not enough developed, disparity of prices on
industrial and agricultural goods is preserved.
Development strategies of agro-industrial
complex were not developed for a long time at the level of branches and country
regions, that provided deterioration of financial circumstances of economic
entities in the period of global financial crisis, slow development of
necessary production capacities, and strengthening of social tension, that till
the present time leads to outflow of labor pool from depressive rural
settlements.
All these accumulated problems over the past
decades in agro-industrial complex require system integrated approach for their
settlement, that suggests the development of new tools for domestic economy.
Logistics - science and practice of management
of material, financial and information flows, becomes more popular in
agro-industrial complex branches.
The necessity of logistic systems development in
agro-industrial complex is connected with the fact, that agro-industrial
complex branches are characterized with production process territorial
localization absence. Enterprises of agricultural products processing industry,
as a rule, are moved away from the raw materials sources, that makes necessary
the physical movement of material flows both at time and in space. In the whole
material, financial and information flows have three directions in the
structure of agro-industrial complex:
- Agricultural enterprises and processing industry enterprises ↔ final
consumer (food market). Interrelation is made through logistic, i.e. material
monetary-information flows;
- Agricultural enterprises ↔ enterprises of food and
processing industry (agri supplies market);
- Agricultural enterprises ↔ processing industry enterprises
(derivative
products market).
Organization of resources provision of
agricultural producers and product promotion to the market on the logistics
base makes significant economic, social and ecological effect. Essentially
logistics should cover all spheres of agro-industrial complex, all economical
flows, all logistics chains and all stages of replenishment process. Logistics of agro-industrial complex is the science and practice of economical flows
management in the sphere of production, distribution, exchange and consumption
of agricultural products. It includes both resources provision of
agro-industrial complex and finished products sales. The main purpose of
logistics of agro-industrial complex is complete satisfaction of needs of
community and national economy with foodstuff, agricultural raw materials and
products of its processing. Consequences of logistical costs optimization
are: in the period of seasonal demand
upgrade - provision of peak sales through balanced system of products delivery;
in the period of decline – cost reduction for commodity stock maintenance,
protection of products through providing of special adapted storage conditions.
Overcoming of time and space under product promotion, organization of effective
service of its delivery – are the main objects of logistics.
Today logistics with reference to marketing is
more acceptable control system in economics.
It takes strategic organization position between production and
marketing. Price policy and package are combined responsibilities for logistics
and marketing. Material resources purchase and finished products delivery – are
the examples of interactions of logistics, production and marketing.
As the result nowadays it is insufficient to restrict oneself to enter
some or another changes in the production process for competitive growth of
native agricultural manufacturers products. Cardinal reconstruction of the
system of economic entities production and distributional activity on the base
of developed logistic system is required.
