ON THE STANDARDS OF GREEN BUILDING

Residential areas constitute the main part of building the city of any size and type. Along with the improvement of the urban system as a whole requires ecologized living environment and at the level of the particular houses and apartments. To solve this problem recently proposed several concepts of eco-houses (Green building or "green" construction). The idea of ​​Green Buildings is formulated as follows: eco - friendly environment, comfortable, very warm individual or semi-detached house with garden plots. Green Buildings are equipped with its own heating system, is used in addition to conventional, solar home heating and solar heating of water for household needs. Thus, the "Green" building (Green construction, Green Buildings) - an approach to the construction and operation of buildings and facilities, whose ultimate aim is to minimize the consumption of energy and material resources throughout the building's life cycle, from design to demolition, improvement of quality real estate and comfort of the internal environment, environmental security for people and nature. This direction is based on trends in the global construction practice - energy-efficient construction, implies a development of effective technological and other measures aimed at streamlining the processes of energy resources at all stages of the construction of production [1].
Energy-efficient buildings - the building in which energy is expended less accepted regulatory standards through the implementation of a set of functional and planning, design and engineering solutions, renewable energy, while providing the necessary level of environmental and sanitary-epidemiological safety. The peculiarity of the formation of eco: it is - a complex interconnected system of architectural, engineering and construction solutions, so there is a need for guidelines on the operation of the complex eco or green homes, which are defined further in the process of designing. Formation of eco-housing provides integrated system solutions to social and economic problems and ways to improve the living environment.

Greening the building sector involves the adoption of a system of organizational, legal, economic, technological, technical and other measures aimed at improving the efficiency of natural resources, reducing negative impacts on the environment, providing a favorable environment and ecological safety in the provision of natural objects for construction and throughout the life cycle of the building or structure. Legal provisions aimed at promoting "green" construction, should ensure harmonious blend of public and private interests in the construction industry and create a basis for environmentally oriented business. The leader in the development of the regulatory framework of ecological construction in favor of Germany. The Russian investment and development of the building complex of the problem is still at an early stage, thus it is impossible to say that it has been overlooked. One explanation for the situation with the "green" building in Russia can serve as a fact that over the past 20 years, investment in ISK Russia, and especially in its research sector was minimal [3]. 

As noted in the report of the Board of "Council for" green "construction" in our country for the successful implementation of sustainable construction need to do three things: set up and start using the Russian system of certification of "green" buildings and structures, create an appropriate legislative framework and to bring a new attitude to the environment environment. At the same time, the greening of the construction industry is only the introduction of "green" standards and the implementation of environmental certification of facilities insufficient, since these instruments are used to assess the existing buildings, structures or design documentation developed for a particular plot of land.

Further development of land and its character, the kind erected buildings, structures not only determine the current use of natural object and the degree of influence on him, but also lay a long period perspective the impact of human activities on the environment and its individual components. The legal regime of built-up land also extends to adjacent territory - necessary for the maintenance of the property erected, as the use for other purposes of this territory is not assumed.

Therefore, it is important greening of the construction industry, which is not yet a priority for the development of Russia, however, is the "main activities of the Russian Federation for the period till 2018", approved by the RF Government of 31.01.2013. It is necessary to step up the establishment of the scientific and regulatory framework for solving environmental problems "on the approximation of GOST R 54954 - Conformity assessment. Environmental requirements to the objects of real estate, in force since 2012, recorded and terminology, and a number of key aspects that should be targeted to designers, the rating system of evaluation of stability habitat STO NOSTROY 2.35.4-2011, "green standards" and Federal laws: "on Environmental protection" of 04.05.1999, № 96 "on air protection", dated 30.03.1999, № 52 "on the sanitary-epidemiological welfare of population."
